Description
The United States Army Corps of Engineers, in coordination with the Army Training Facility Program Office (ATFPO) and in accordance with FAR Part 6.302-1, intends to make a sole source modification to increase the programmatic capacity of the following MATOC contracts by $49,400,000.00. W912DY-06-D-0004 Colorado Datascapes, 316 North Tejon Street Colorado Springs, Co 80903 W912DY-06-D-0005 John Gallup & Associates, 625 Broadway, Suite 1201 San Diego, CA 92101 W912DY-06-D-0006 Rexroad APC, 620 North Tejon Street Suite 202 Colorado Springs, Co 80903 W912DY-06-D-0007 Avila Government Services, Inc., 225 Reinekers Lane, Suite 220 Colorado Springs, Co 80903 This is not a formal solicitation or request for quote. This synopsis of intent is to give notice of the Governments intent to make a sole source modification to increase capacity of a current award. Contractors who can provide the U. S Army Engineering and Support Center with the services, in accordance with the synopsis listed below, are invited to submit electronically an affirmative written response indicating a bona fide ability to meet this specific requirement. The Multiple Award Task Order Contracts (MATOC) contracts were awarded under full and open competition to four small businesses for the issuance of fixed-price task orders. The contracts are providing support to the Army Training Facility Program Office (ATFPO) including infrastructure and training planning studies, MILCON projects justification programming and NEPA documentation, investment strategies and related planning support services. Since the award of these contracts, the Army Training Facility Program Office (ATFPO) has been assigned Army-wide missions in support of Army Modularity Facilities (AMF), Global Stationing Initiative (GSI); Grow the Army (GTA) initiatives, and Base Realignment and Closure (BRAC). These additional requirements have significantly increased the workload and contract dependence for the Huntsville Center in its critical support to the Army in transformation. The ATFPO is in need of the continuous core of essential program support services, technical assistance, and oversight support provided through these contracts. The expertise developed under these contracts provides program customers with timely infrastructure and training planning studies, investment strategies, and related planning support services. There are no other contracts available within the Huntsville Center to support such broad master planning and MILCON programming tasks. Use of other Engineering District contracts has been investigated and found that their contract capacity will not support the projected ATFPO workload, in addition to their own support to internal customers. It is critical that the ATFPO has sufficient support to execute the magnitude of planning and programming actions resulting from the Army Re-stationing and BRAC master planning and MILCON programming requirements. The added mission assigned to ATFPO, to provide centralized management in the execution of all master planning and MILCON programming missions within accelerated timelines, was not foreseen or anticipated by the Huntsville Center. Responses should appear on company letterhead and include, at a minimum, affirmation of active registration in the Central Contractor Registration (CCR), your Data Universal Number System (DUNS) number, any applicable processed credentials and qualifications, and any applicable pricing data or information. All responses should include a point of contact, telephone number, and electronic address. Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUB Zone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. Responses to this notice of intent will be used to determine the availability of this type of service. All responsible sources may respond to this synopsis and all responses will be considered by the agency. Responses should be furnished electronically by 10:00 A.M.
