- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIHAG2008017 AND THE SOLICITATION IS BEING ISSUED AS A REQUEST FOR QUOTES. This RFQ is small business set aside. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition circular (FAC 2005-18). This acquisition will be processed under Simplified Acquisition Procedures. The associated North American Industry Classification System (NAICS) Code for this acquisition is 344516 and the small-business size is $500. The National Institutes of Health (NIH), National Institute on Aging, Intramural Research Program (NIA/IRP), in the Laboratory of Neurosciences (LNS) specifically requires a Confocal Imaging System that is a high-resolution confocal system that can also serve as a general-purpose microscope for routine imaging. The DSU meets this need with the ability to operate the system as a confocal microscope with the disk in the optical path. With the disk removed from optical path the scope operates as a fully functional widefield microscope. The motorized disk can easily be moved out of the optical path through software control or hand switch. This equipment will operate along with other existing equipment in the Laboratory of Neurosciences and need to be compatible with other existing equipment. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to offerors Commercial Items; FAR 52.212-2 Evaluation Commercial Item; FAR 52.212.3 offerors Representations and Certifications Commercial Items; FAR 52.212-4 Contractor Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.204-7 Central Contractor Registration (CCR). In order to be considered for an award, offeror must have completed the online electronic Representatives and Certifications located at (http://orca.bpn.gov/) in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that prospective awardees shall be registered in the CCR at (www.ccr.gov/) prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. Offers must be submitted no later than 5:00 P.M. Eastern Daylight Time (EDT), August 8, 2008 to Ms. Phyllis Exum.
