- This acquisition is proceeding as FULL AND OPEN COMPETITION, UNRESTRICTED Request for Proposal (RFP). Estimated Cost Range is between $5,000,000 and $10,000,000. This Procurement will be conducted under FSC CODE: Y199, SIC CODE: 1541, NAICS Code: 236210. The size standard for this code is $31,000,000. This project is to construct a single story, reinforced concrete footings, foundation, floor slabs, structural steel frame, insulated CMU walls, insulated standing seam metal roof, explosion proof lighting in paint room only (includes Paint Booth and Sandblast Room), fire protection, intrusion detection, utilities and emergency back-up power as per AFI 21-201, parking pavement, fencing security lighting, site improvements, landscaping, and all other necessary support. This project will comply with DoD antiterrorism/force protection requirements. The Contractor shall develop and complete the designs and construct the facilities. The Design-Build (D-B) Contractor will be required to perform a geotechnical investigation yielding a geotechnical report that shall be used as a basis for design. Likewise, the D-B Contractor will be required to perform a topographical survey; also a basis for design. Following award, the contract will proceed as follows: This project will follow a Fast Track process (design and construction allowed to progress as parallel activities). The D-B Contractor will have discretion as to when submittals will be made and the content of the submittals --- within the guidelines of the RFP. All design review comments for the work and applicable construction techniques for unusual construction conditions must be appropriately addressed and direction received from Contracting Officer prior to the start of construction activities. A SITE VISIT/PRE-PROPOSAL CONFERENCE IS TBA. All PROPOSALS will be due on/about 2 SEP 2008/3:00 pm PST. The specific date and time will be identified in the solicitation. BIDDERS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS. ORDERING SOLICITATION: Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as FedBizOpps (www.fbo.gov) once the RFP is issued. Viewing/downloading documents from FedBizOpps will require prior registration in Central Contractor Registration (www.ccr.gov). If you are a first-time FedBizOpps user, you will also be required to register in FedBizOpps (www.fbo.gov) before accessing the RFP documents.
