- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation documents, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-27. Solicitation number AG-8379-S-089-24 is issued as a Request for Quotation (RFQ) in accordance with FAR subpart 13.5. This acquisition is a 100% small business set-aside. The Northern American Industry Classification System (NAICS) code is 484220 and the size standard is $21.5 Million. A firm-fixed price purchase order will be issued for these Commercial Items. Period of performance 45 Calendar Days. This is a combined synopsis/solicitation for Aggregate Material for the Santa Fe National Forest (NFSR 103 - JAROSA / PENAS NEGRAS ROAD BASE COURSE AGGREGATE), Description of Work: Provide, load, haul and windrow approximately 3,700 cubic yards of 1 inch base aggregate to National Forest System Road (NFSR) 103, also known as Jarosa/Penas Negras Road, as per “Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects” FP-03, Table 703-2. Provide Grading Designation Column D (Base) or NMDOT 1” Base Course. Requirements: Haul the aggregate and windrow in the roadway for spreading by government furnished motor grader. Measurement: Measure aggregate by the cubic yard. D.1 MATERIAL DELIVERY - The first scheduled delivery of material is to begin on approximately July 31, 2008 (or alternative proposed delivery date) and ending on September 18, 2008. ***ALL MATERIAL MUST BE DELIVERED BETWEEN THE TIME FRAME LISTED ABOVE*** Contractor will provide all labor, supervision, transportation, services and facilities necessary to perform work. Contractor is responsible for loading, hauling crushed aggregate materials. Quotations shall be provided by unit price for each ton. D.2 LOCATION - Delivery site is on the Santa Fe National Forest. Placement location begins at approximately 15 miles east of Cuba, NM. Beginning at the junction of US 550/NM 126 go approximately 12 miles on NM 126 east of Cuba to National Forest System Road (NFSR) 103 and then 3 miles on NFSR 103. Begin spot aggregate base placement from 3 miles past the junction of NM 126/NFSR 103 for the next 4 miles, as staked on the ground. The Government will award the contract to that responsible vendor whose quotation, conforming to the combined synopsis/solicitation, will be most advantageous to the Government, considering price and the price-related factors included in the combined synopsis/solicitation. Factor One - Price of material and delivery. Factor Two - Vendor's availability to perform Starting July 31, 2008 and deliver all material by September 18, 2008. Award of contract subject to approval of material by visual inspection and approval of material testing reports.FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, must be completed and included with offer.
