- The Uniformed Services University of the Health Sciences (USUHS) located on the National Naval Medical Center (NNMC) in Bethesda, MD intends to issue a requirement for the purchase of five (5) Anesthesia Machines for Veterinarian Science at USUHS. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. It will be the responsibility of the Contractor to monitor Federal Business Opportunities, http://www.fedbizopps.gov/ for the issuance of any changes/updates to the solicitation. This solicitation is issued as a request for quotation and incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-25. Small Business Set Aside: This solicitation is set aside for small businesses and the applicable NAICS code for this requirement is 423450, Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers, with a size standard of 100 employees. Quote Format: The contractor shall provide pricing for the following Contract Line Item Numbers (CLIN): CLIN Description 0001 Anesthesia Machine, quantity of 5: $______ each, total of $______ for 5. Offerors must provide specifications and/or literature documentation. Delivery and Acceptance Location, and FOB Point, Destination: Uniformed Services University of the Health Sciences 4301 Jones Bridge Road, Loading Dock Bethesda, MD 20814-4799 Description of Use: The anesthesia machines will be used on large animals (i.e. pigs) to support the Center for Laboratory Animal Medicine at USUHS. Minimum Specifications: Each Anesthesia Machine must have the following minimum specifications: CLIN 0001: Anesthesia Machine 1) For veterinarian use only 2) Free-standing 3) Manually controlled 4) Non-rebreather circuit system 5) Storage space for medical supplies and/or drugs 6) Vacuum regulator with hoses 7) Ability to install two (2) flow meters, 0.1 to 4 lpm 8) Suspended on wheels/casters with breaks or locks 9) Circuit and line pressure gauges 10) Scavenging system for flare canisters 11) Power supply must be compatible with the current 120v 12) Adjustable Breathing Rate, ranges 4-60 breathes per minute (bpm) 13) Able to mute warning alarm 14) High airway pressure 10-70 cm H20 adjustable 15) Low airway pressure 4-14 cm H20 Positive End Pressure References 16) Battery backup 17) Inspiratory to expiratory time ratio 1:0.3 to 1:6 18) Internal battery notification/monitoring 19) Recessed flush valve to prevent accidental activation 20) Coaxial or conventional CO2 absorber 21) One type E-tank with oxygen supply lines and holder 22) One Isoflurane vaporizer 23) One Halothane vaporizer 24) One Electronic Anesthesia Ventilator 25) One Adult Bellow, 50-1600 ML 26) One Pediatric Bellow, 0-300 ML Evaluation Factors: The government will award a firm-fixed-price (FFP) contract resulting from this solicitation to the responsible offeror whose offer, conforming to this announcement, will be most advantageous to the government; prices and other factors considered, e.g. quality and delivery schedule. Offerors must provide specifications and/or literature documentation.
