Description
The U.S. Army Research Laboratory (ARL) is sponsoring two distinct and complimentary conferences on August 25-27, 2008 in Research Triangle Park, North Carolina. Both conferences will be held at the Sheraton Imperial Hotel in Research Triangle Park, NC with the first conference (Army Science and Technology University Opportunities) beginning on Monday, August 25, 2008 at 1:00 PM and concluding on Tuesday, August 26, 2008 at 5:00 PM. The second conference (Collaborative Technology Alliances- CTA Opportunities) will begin on Wednesday, August 27, 2008 at 8:00 AM and conclude at 6:00 PM. Army Science and Technology University Opportunities Conference: The 2008 Army Science and Technology University Opportunities Conference is designed to engage the national university community in a discussion regarding funding and partnering opportunities with the Army Research, Development and Engineering Command (RDECOM). The Army uses a number of complementary mechanisms to partner with universities ranging from grants with individual faculty to large centers with groups and consortia. The conference will cover all of these mechanisms. The intent of this conference is to bring together university research faculty, staff and administrators with Army executives, managers, and researchers for the development of new collaborations and a better understanding of how the Army funds basic research in academia. In addition, a portion of the conference will be devoted to breakout sessions that will explore the detailed scientific areas of interest to the Army and also solicit input and ideas from the university community. Collaborative Technology Alliances (CTA) Opportunities Conference: The Collaborative Technology Alliances (CTA) Opportunities Conference will be held on August 27, 2008, from 8:00 a.m. until 6 p.m. This is a follow on from the CTA Science Workshop that was conducted on May 8, 2008 in Reston, VA. The conference will discuss specific opportunities for a new Robotics CTA, Cognition and Neuroergonomics CTA, and Network Science and Technology Research Center (NSTRC) CTA. These new opportunities will be discussed in depth to include an opportunity to have proprietary discussions with Army researchers. Draft program announcements (PAs) for each of the planned CTAs will be posted in the Federal Business Opportunities (FedBizOpps) by the first week in August 2008. The Army envisions these alliances will bring together government, industrial, and academic institutions to address some of the fundamental scientific and technological underpinnings of our military defense systems. In Robotics, the alliance would enable the future deployment of highly autonomous unmanned systems on the battlefield, including ground, air, and surface vehicles. Technical research will focus on perception, intelligence, human-robot interaction, dexterous manipulation and unique mobility, and integrated performance. In Cognition and Neuroergonomics, the alliance would use a multi-dimensional approach to: optimize information transfer between the system and the Soldier, identify mental states and individual differences that impact mission-relevant decision making, and develop technologies for individualized analyses of neurally-based processing in operational environments. The Network Science and Technology Research Center (NSTRC) CTA consists of four components: a Social/Cognitive Networks Research Center, an Information Networks Research Center, a Communication Networks Research Center and an Integration Center for evaluation and analysis of research outputs as well as overall management of the NSTRC. A major purpose of the NSTRC is to bring researchers from communications networks, information networks and social/cognitive networks together in a single consortium to develop research across these three domains in order to study network science as a system of interacting humans. Integration of the research performed will be a prime objective of the NSTRC led by the Integration Center. Contingent upon available funding, the Army expects to support the three alliances for five years with an option for an additional five years. The Army expects to invite interested consortia from industry and academia to submit proposals in connection with the program in the next few months.
