Description
US Army Medical Research Acquisition Activity (USAMRAA), on behalf of the Walter Reed Army Institute of Research (WRAIR), has a requirement to purchase a Triple Quadrupole Mass Spectrometer System. USAMRAA intends to negotiate a sole source contract with Thermo Electron. The intent is to make a sole source award pursuant to FAR 6.302(a)(1) only one responsible source and no other supplies or services will satisfy agency requirements. Thermo is uniquely qualified to provide a quality triple quadrupole mass spectrometry system. Several sources are capable of fulfilling the performance specifications required by the government, or manufacture a system that will meet the governments space requirements, but not both. The government also requires that the mass spectrometry system utilize Xcalibur control software for instrument operation and data collection since the Division of Experimental Therapeutics currently has three mass spectrometers manufactured by Thermo Electron Corporation. All of the instruments utilize Xcalibur software (offered only from Thermo Electron) to control the instruments and manipulate the spectra acquired during analysis. Therefore, it is essential that the equipment to be purchased is capable of running the Xcalibur control software in order to minimize the time for scientists and technicians to become proficient in using the new equipment. A mass spectrometer acquired from another manufacturer would delay using the new instrument since the staff would be unfamiliar with its operation and require extensive training to obtain the same level of proficiency. This delay could jeopardize achieving milestones and research objectives for Malaria Drug Program Q. This notice of intent is not a request for competitive quotes. No solicitation document exists. Any firm that believes it can provide the stated required product within the established timeframe is invited to submit written notification to the Contracting Officer by way of the Contract Specialist within fifteen (15) calendar days from the date of publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the firms ability to provide the stated product within the established timeframe. Information can be sent to the Contract Specialist, Jennifer Jackson, at jennifer.jackson1@us.army.mil. No telephone requests will be accepted. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the sole source contract.
