Description
The Army Reserve Contracting Center (ARCC) is seeking information, on behalf of the United States Army Reserve Command (USARC), for the purpose of obtaining market research only. This is NOT A NOTICE OF SOLICITATION; but rather, a Request for Information (RFI) NO PROPOSALS ARE BEING REQUESTED OR ACCEPTED UNDER THIS ANNOUNCEMENT NUMBER The ARCC is seeking to identify sources capable of furnishing all management, supervision, labor, plant, material, supplies, and equipment (other than that designated as Government furnished equipment) to provide the following Training and Training Support requirements to provide integrated, Consolidated Contractor Support (CCS) and Services for Training Aids, Devices, Simulators and Simulations (TADSS) and training support world-wide for the United States Army Reserve (USAR) Command: 1.Management of all USAR Training Support requirements located at 10 existing training support locations CA; WI; NJ; NC; Houston, TX;, Birmingham, AL; Camp Parks, CA; IL; Mare Island, CA; GA. 2.Provide TADSS management and maintenance support to multiple training locations with a 24/7 customer service capability. 3.Maintain applicable Training and Training Support requirement documents and references to show compliance with: AIA/NAS 411 for Hazardous Materials Management; ANSI/EIA 649 National Consensus Standard for Configuration Management; Army regulations supporting The Army Physical Security Program; Army Knowledge Management and Information Technology; Information Assurance and Security; Privacy and Personnel Security; Army Safety; Test and Evaluation Policy; Index and Description of Army Training Devices; Department of Defense Advanced Distributed Learning Initiative and Sharable Courseware Object Reference Model (SCORM); DISA Defense Information Infrastructure-Common Operating Environment (DII COE); current Integration and Runtime Specification; National Industry Security Program Operation Manual (NISPOM); DOD Information Technology Security Certification and Accreditation Process; DoD Information Technology Security Certification and Accreditation Process (DITSCAP) Application Manual (Note: DoDM 8510.1-M will be superseded by DoDI 8510.bb, DoD Information Assurance Certification and Accreditation Process [DIACAP] when signed); Database Language SQL; Integration Definition for Function Modeling (IDEFO); Integration Definition for Information Modeling (IDEF1X); Data Encryption Standard (DES); Contractors on the Battlefield; TADLP Block 3 System Design Documents (SDD), TADLP Block 3 System Requirements; ATIA-M Requirements Database; TADLP Block 3 Systems Requirements Specification (SRS); TADLP Block 3 systems/Subsystem Specification (SSS); TADLP Operational Architecture, Overview and Summary Activity Model and Dictionaries, Information Exchange Matrix, High-Level Operational concept Graphic, Operational Node Connectivity Diagram, Logical Data Model, Command Relationship Chart; Local Army Installation Resource Protection Plan; Distributed Interactive Simulation (DIS) protocol; Higher Level Architectures (HLA); TRADOC Systems Approach to Training Management, Processes and Products; and Training Ranges. 4.Organize, coordinate, and control all Training and Training Support Requirements activities to ensure compliance with the contract requirements. 5.Provide engineering, materials, services, equipment, personnel, facilities, testing, logistical, technical management and clerical support. 6.Provide a Project Management (PM) structure and organization to manage training and training support services. 7.Provide support services to participate in such activities as front-end analysis, design reviews, product demonstrations, equipment fielding, post fielding assessments, and life cycle planning of current and future systems/devices. 8.Maintain repairables in a serviceable condition through out the life of the contract with return of the same level of repairables in a serviceable condition at the end of the contract. 9.Provide a commercially accepted, non-proprietary, open format, and real time web-based Management Information System (MIS) to collect, store, and manage operations, maintenance, supply, and inventory data to serve the Governments need for access, manipulation and review of data and reports. 10.Establish and implement a quality control program addressing performance parameters for monitoring and measuring operation and maintenance performance on systems including, but not be limited to Repairables, Configuration Management (CM), Software Maintenance, MIS data accuracy, Exercise Support, Instructor and Operator Performance, Operational Availability-Contractor Performance Factors (CPF) 0-10, and Device Condition. 11.Maintain and calibrate a current inventory common Tools and Test Equipment (TTE) and Special Tools and Test Equipment (STTE) in accordance with the Bureau of National Standards or applicable technical manuals (TM) and make the data available in the Management Information System (MIS). 12.Maintain and calibrate a current inventory of Special Tools and Test Equipment (STTE) in accordance with the Bureau of National Standards or applicable technical manuals (TM). 13.Maintain a minimum 95 percent availability of monthly Contracted Mission Time (CMT) by manned training support location. 14.Maintain TADSS at a minimum 90 percent availability of monthly CMT by manned training support location. 15.Maintain GFP vehicles. Provide Preventive Maintenance Checks and Services (PMCS) IAW manufacturers recommendations and best commercial practices for equipment placed in temporary storage. Maintain all equipment being used in rotations or pre-planned exercises. 16.Management of a Continuous Technology Refreshment (CTR) strategy of spares and component improvements applied throughout the life cycle. Maintain and update the Technical Data Package (TDP) for all equipment hardware and software providing support services for the preparation and processing of ECPs. 17.Installation of approved modifications and upgrade kits as a part of normal maintenance efforts during regular working hours. 18.Provide separately negotiated support to OCONUS deployed operations to include potentially hostile or hazardous environments. Support will be as directed by the Government 19.Provide Hazardous Materials (HAZMAT) management IAW local, state, Federal and Host Nation laws, regulations, policies, and procedures with data available at all locations. 20.Utilize the Combat Readiness Center established Risk Management Process to identify hazards, assess their risk, track hazards, mitigate hazards, verify implementation of corrective action and verify the elimination of hazards to an acceptable level. 21.Perform all tasks to disassemble, transport and reassemble devices or dispose as directed. 22.Manage contract personnel personal security clearance process for those that may require access to classified information or areas and/or equipment which is used to process classified information. 23.Provide Life Cycle Management support of all training systems and simulators. Continuously conduct a life cycle sustainment analysis on all equipment. 24.Maintain material management to include obsolescence identification and management, identification of CTR opportunities, and identification of training device materiel that can no longer be sustained. 25.Maintain the Configuration Management (CM) of baseline hardware, software, firmware, and documentation comprising the total system as directed and approved by the Government. 26.Perform all system and simulator maintenance, so as not to interfere with training, to include PMCS to insure the full operational capability of the training systems identified, support equipment, spares, computer hardware, and software. 27.Provide twenty-four hours per day, seven days per week toll-free telephone number available to both CONUS and OCONUS. Provide supply support necessary to sustain operations and maintenance 28.Provide all consumables to maintain the training systems. 29.Provide transport of consumables, repairables, and support equipment for TADSS maintenance and support. Provide Import/Export Clearance through the host nation customs system for all materiel shipments. 30.Maintain Post Production Software Support (PPSS) to software supporting TADSS. The Contractor shall maintain configuration control of all software and associated documentation. Develop and implement a software CM plan for the identification and control of the software, documentation, and support environments of software being developed or modified. Update associated documentation and databases and make data shall be available in the MIS and DI Configuration Management (CMAN)-80858B. 31.Provide software engineering services in response to Government requests (i.e., software analysis, software design, software development, software production, software testing, software documentation, and software upgrades). Collect, document, review, analyze, and track status of Software Trouble Reports (STR), Software Change Reports (SCR), and ECPs. Perform system level testing to verify that changes are correctly implemented without degradation to the original system capabilities. 32.Participate in the coordination and management of user interface interviews, audits and surveys and provide software patches or work-around to sites performing testing or exercises. 33.Furnish operators with requisite skills, capabilities, training, education and experience to support the systems and simulators as requiring operators to support all phases of user effort, such as planning, coordination, preparation, operation, and instruction; briefing and train up; scenario development (i.e., integration of Live-Virtual-Constructive (L-V-C) into field training exercises (FTX), command post exercises (CPX) and Digital Battle Command Leader Training for collective training of functional and multi-functional CS/CSS commands and units up to Theater-level linking L-V-C to a digitally integrated Battle Command and Staff training environment; platoon, company, and battalion headquarters demonstrating proficiency and core competencies including Troop Leading Procedures (TLP) and Military Decision Making Process (MDMP); Crane and Army Watercraft Operations; Longbow Crew Trainer; Military Police Internment/Resettlement (I/R), Maneuver and Mobility Support Operations, Area Security Operations and Law and Order Operations; modification, and testing; system initialization, calibration, and set up/reset; all facets of execution and commander role player functions; all facets and execution of role player functions supporting civilians on the battlefield (COB), foreign language speakers (FLS), enemy prisoners of war (EPW); FLS instructors; debriefings, hot washes, and AARs; performing minor on the spot troubleshooting and maintenance; keeping the area and equipment clean; and property accountability. 34.Identify and comply with NISPOM, Army directives and local installation security regulations as appropriate for all local security requirements for sites, facilities and locations to which personnel are assigned. 35.Provide hardware analysis, design, development, production, testing, documentation, and upgrades. Design and build modification kits supplying complete kits along with associated documentation (i.e., installation instructions, acceptance/test procedures and the Operation and Maintenance documentation) to the Government. Participate in New Equipment Training (NET). 36.Conduct technical studies and perform analyses and investigations in areas including, but not limited to: assessing the impact of new technologies, alternative design approaches, materials, processes, competing hardware designs and operating environments; evaluating performance attributes; determining the feasibility of proposed system configurations or modifications along with their documentation; and others as may be appropriate. Results of these studies shall be provided in a technical report to the Government with data made available in the MIS. 37.Maintain and update the Safety Assessment Report and Health Hazard Assessment as required for each system supported to reflect the current baseline of that system. 38.Plan support for and the integration of integrating new systems and capabilities providing hardware and software engineering services to plan integrations. System integration includes modifications and upgrades to the existing systems. 39.Perform reverse engineering activities, as required, for hardware and software resulting in engineering level documentation to develop a sustainment data package. 40.During regular working hours, install approved modifications and upgrade kits as directed by the government. Conduct inventory of modification and upgrade kits and document shortages or excess parts. Coordinate with the government to develop schedules and execution plans for all modifications and upgrades. 41.Maintain the CM of baseline hardware, software, firmware, databases, and documentation comprising the total system. Implement and conduct a hardware and software CM program to include the functions of configuration identification, control, and status accounting for all training devices. Maintain form, fit, function, interchangeability and interface for all systems, to the Line Replaceable Unit (LRU) level. 42.Management of curriculum development in lesson, course and programs of instruction (POI) design, development, delivery, and evaluation. Develop training support materials, student evaluation plans, and tests. Develop training for all major delivery modes and media, including classroom training, web-based and multimedia training. Data will be made available in the MIS. 43.Plan, develop and participate in the execution of operational exercise related requirements and support individual, collective and multi-echelon training requirements. Review the Commanders training assessment, training strategy, Commander guidance/intent, training task requirements, and ultimate training objectives. Ensure that all materials developed in support of Exercise Operations are consistent with current doctrinal and governing policies. Exercise Planning, Training, Operations may include but are not limited to Combined Training Exercise, Command Field Exercise, Command Post Exercise, Combat Support Training Center (CSTC) Rotations, pre-mobilization Regional Training Center (RTC) Rotations, Deployment Operations, External Evaluations, Fire Coordination Exercises, Joint Training Exercises, Map Exercises, Opposing Forces support and training, Warrior Exercises, Functional Exercises, and Staff Training Exercises. 44.Prepare After Action Reviews (AARs), and facilitate, or assist training units in a formal AAR process. 45.Support the development of documentation required to maintain the certification and accreditation of systems. Participate and support the recertification and reaccreditation effort of accrediting any system through all accreditation phases as outlined in DoDM 8510.1-M, DoDD 8500.1, and AR 25-2. 46.Develop and submit an Information Assurance Program Plan (CIAPP) to the Government within 90 calendar days of full performance. The CIAPP shall include a security assessment of the current systems and the supporting infrastructure with a Threat and Risk Assessment. Develop an Information Assurance (IA) awareness training program IAW AR 25-2 to maintain a high level of security awareness commensurate with the different levels of Systems approved Mission Assurance Category, Confidentiality Level and Robustness. 47.Management by an Information System Security Manager (ISSM) which will be appointed with oversight responsibility for evaluating and managing the Contractor Information Assurance program. 48.Maintain accredited systems in hardware/software baseline configuration and ensure a synchronization of IA activities to ensure and incorporate the baseline activities to align to the ongoing developmental efforts of a Prime Contractor or Lead System Integrator for the identified Product Line Systems. 49.Establish an Information Assurance Vulnerability Alert (IAVA) management process, maintain IAVA compliancy and perform an annual security control test. Ensure wireless computing and capabilities are in compliance with the DoD Wireless Policy and the U.S. Army Wireless Security Standards. Maintain a Defense Information Systems Agency (DISA) approved virus scanning software package for each system maintained. 50.Provide license and maintenance agreements, to include annual renewal requirements. The license agreements must secure the Instrumentation System (IS) from vulnerabilities of IAVA patches, plus the software must have 24 hour customer service support and interface with the IS without failure. 51.Provide housekeeping, custodial services, facilities equipment maintenance, rodent control, access control and commercial telecommunications services needed for contract execution. 52.Provide range operations support through target fabrication, supply operations and general range support for live fire ranges. Supply operations shall consist of, but are not limited to, the issuing of targets and performance of other supply related functions. Target fabrications shall consist of, but are not limited to, building targets, frames, and wooden structures. Range general maintenance shall include, but is not limited to, landscaping, ground clearing, and grass cutting. The Government anticipates issuing a Statement of Objectives and will seek solutions based upon the following overall performance objectives and constraints: PERFORMANCE OBJECTIVES: 1.Provide reliable, secure, integrated, and consolidated contractor support, and services for TADSS and training support world-wide. 2.Compliance with Training and Training Support requirements; Army, DA, DoD and TRADOC regulatory guidance and systems approach to training management; standards for HAZMAT, Safety, Configuration Management, Information Assurance, and Security. 3.Organize, coordinate, and control all program activities to ensure compliance with the contract requirements and timely delivery of required products and services. 4.Serve USARCs need for access, manipulation and review of data and reports in a centralized training support real time web-based MIS that collects, stores, and manages operations, maintenance, supply, and inventory data. 5.Provide a quality control program supporting multiple training locations and activities with specified performance parameters to monitor and measure operation and maintenance on all systems. 6.Provide Life Cycle Management support of all training systems supported with a Continuous Technology Refreshment (CTR) strategy of spares and component improvements applied throughout the life cycle, based on technology insertion, while reducing life cycle cost. 7.Provide Hazardous Materials (HAZMAT), Safety and Risk Management supporting multiple training locations and activities IAW local, state, Federal and Host Nation laws, regulations, policies, and procedures. 8.Maintenance, to include PMCS, to insure the full operational capability of the training systems identified, support equipment, spares, computer hardware, and software. A provided twenty-four hours per day, seven days per week toll-free telephone number available to both CONUS and OCONUS to facilitate reporting and troubleshooting of maintenance problems. 9.Provide Post Production Software Support (PPSS) software support for TADSS and Configuration Management (CM) plan ensuring an implementation schema for the synchronization of active product line development with support activities; to include the fielding of new baselines and feedback of issues/concerns with existing baselines. 10.Furnished operators supporting the systems and simulators supporting all phases of user effort, such as, planning, coordination, preparation, operation, and instruction; briefing and train up; scenario development, modification, and testing; system initialization, calibration, and set up/reset; all facets of execution and commander role player functions, debriefings, hot washes, and AARs; performing minor on the spot troubleshooting and maintenance; keeping the area and equipment clean; and property accountability. 11.Provide planning support for integrating new systems and simulators, capabilities, performance of reverse engineering, modification, and upgrade installation. 12.Curriculum development, planning, development and participation in execution of operational exercise related requirements and support individual, collective and multi-echelon training requirements. 13.Provide multiple training locations and activity Information Assurance (IA), Certification and Accreditation management. 14. Provide multiple training locations and activity range operations support and general maintenance. PERFORMANCE CONSTRAINTS: 1.Contractor must be located in CONUS, certified and accredited, capable to support to multiple locations and activities with work compliant with all Army, DA, DoD and TRADOC regulatory guidance and systems approach to training management. 2.Contractor must be capable of providing engineering, materials, services, equipment, personnel, facilities, testing, logistical, technical management and clerical support for the efforts addressed in this RFI. 3.Access to real time web-based MIS is required. 4.Quality Control Plan (QCP) must support multiple training locations and activities with specified performance parameters to monitor and measure operation and maintenance. 5.Provision of Life Cycle Management support of all training systems supported with a Continuous Technology Refreshment (CTR) strategy of spares and component improvements applied throughout the life cycle, based on technology insertion, while reducing life cycle cost. 6.Provision of Hazardous Materials (HAZMAT), Safety and Risk Management must be compliant and supportable to local, state, Federal and Host Nation laws, regulations, policies, and procedures. 7.Provision of CONUS and OCONUS maintenance must support full operational capability of the training systems identified, support equipment, spares, computer hardware, and software. 8.Provision of PPSS software support for TADSS and CM must be capable of implementation and synchronization of active product line development with support activities. 9.Contractor must maintain resident expertise in supporting range operations support and general maintenance. Submission Requirements: Responses are due by 4:00 PM Eastern Time on 11 Aug 2008. Interested firms may submit capability statements via e-mail to Claudia Adams, at claudia.adams@dix.army.mil. Responses shall not exceed 10 pages when printed and should be transmitted with attachments in Microsoft Word 2003 or PDF format. Maximum allowed electronic file size is 4 megabyte. No zipped files. As part of the capability package, firms must include the following: (1) Capability Statement demonstrating knowledge and ability to perform services; (2) general description of the systems supported and the capabilities/capacities of the systems operators; (3) a detailed description of the available MIS and management systems for TADSS, and Life Cycle Management support of all training systems; (4) a detailed description of the scale/capabilities of your maintenance capabilities; (5) Business Size:and (6) contact information, name, title, telephone number, and e-mail address of designated corporate point of contact for this RFI.
