Description
THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE SOLICITATION WILL NOT BE ISSUED. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 under Simplified Acquisition procedures in Subpart 13.5 as supplemental with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is RFQ107881-1 and is being issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-25. This acquisition will be processed under Simplified Acquisition Procedures. The associated North American Industry Classification System (NAICS) Code is 541712. Protocol Manager Background: The Rehabilitation Medicine Department (RMD) resides within the Mark O. Hatfield Clinical Research Center, a state of the art, 250-bed biomedical research hospital located on the campus of the National Institutes of Health in Bethesda, MD. The RMD was established to perform cutting edge rehabilitation research and to provide the highest quality rehabilitation assessment and treatments for patients with complex medical conditions. The Department initiates, collaborates in, and supports biomedical research conducted at the Clinical Center. The RMD is implementing a research protocol examining the effects of aerobic exercise training in patients who have primary or secondary pulmonary hypertension (PH). These patients have typically not been considered candidates for exercise rehabilitation. However, a report suggests that aerobic exercise training may in fact be beneficial and safe for this population. RMD investigators will perform research to further our understand of the mechanisms by which exercise training might improve aerobic metabolism and health related quality of life. The overall objective is to develop medically appropriate, exercise prescription and general rehabilitation guidelines for patients who have PH. Purpose: This position will be located in the RMD at the NIH Clinical Center and will report directly to Dr. Chan, who is the Principal Investigator and Chief of RMD. The project focuses on accomplishing eight research objectives and four hypothesis-driven, specific aims. The Protocol Manager is expected to function as an integral part of the research team, coordinating all administrative aspects of the project and assisting the investigators with data collection, including exercise testing. Qualifications 1) An educational background in exercise science or related field (Masters or higher); 2) Experience working in an exercise physiology laboratory including knowledge of performing symptom limited exercise testing; 3) Experience treating individuals with disabilities; 4) Experience in research including patient recruitment, data collection and analysis. 5) Experience in the writing and execution of exercise prescriptions; 6) Personal Trainer Certification through the National Strength and Conditioning Association; 7) Good organizational skills; ability to participate in several projects simultaneously and follow-up on important project-related tasks in a timely manner; 8) Coursework, experience, or additional education using database software; 9) The ability to establish priorities, analyze problems, and make decisions and recommendations based on supporting data and judgment; 10) The ability to interact effectively with other members of a research team; 11) Effective communication, verbally and in writing; 12) Adherence to the highest ethical standards. Proposed tasks: The protocol manager is responsible for: 1) Assisting in research related administrative responsibilities including: a. Preparation and execution of contracts, budgets, hiring documents (i.e. statement of duties), annual research reports, as well as policies and procedures; b. Space and property management; c. Adherence to the ethical guidelines and regulatory requirements for research involving human subjects including preparation of documents for IRB review as appropriate; 2) Assist in the following areas: a. Monitoring study progress; b. Identifying barriers to optimal protocol implementation; assisting with problem solving and timely resolution of problems; c. Gathering detailed documentation from various data sources intended for analysis, developing a working knowledge of these data sources, and applying this knowledge to statistical analyses; d. Implementing detailed project-specific data preparation tasks including file construction, data quality evaluation, and internal consistency checks; e.Assisting with preparation of reports of substantive results for review including an assessment of the adequacy and quality of data used in the analyses; f. Produce meaningful tables, charts, and graphs using Microsoft Office or comparable software; g. Contributing to manuscript writing as appropriate; h. Assist in the exercise and educational interventions related to the trial i.Assist with exercise testing and other data collection methods such as questionnaires, 6-minute walk tests, and others; 3) Interact with other section and departmental members via meetings and committees as assigned; works as a team member to implement section and departmental objectives; 4) Assist with patient recruitment, enrollment, and informed consent 5) Perform additional duties as assigned. Deliverables: The Protocol Manager will deliver the following products according to deadlines established by the Chief of Rehabilitation Medicine. 1) Timely delivery of contracts, budgets, hiring documents, research reports, policies and procedures, as well as documents required for research involving human subjects; 2) Regular attendance and participation in meetings to monitor study progress, including documentation and distribution of minutes when requested; 3) Timely delivery of appropriate data file documentation (including analytic decisions and processes), reference materials for data sources, and reports of substantive results as requested; 4) Timely delivery of summary data in tables, charts, and graphs as requested; 5) Timely delivery of research related scientific documents as requested. Government property: All data, analyses, reports, and other contract related products will be considered the property of the U.S. government. Level of effort: Forty hours per week for 47 weeks Terms: Performance shall cover the period from August 4, 2008 through June 30, 2009. Evaluation Criteria Research 50 points The candidate should demonstrate the ability to effectively assist in the execution of research within the Rehabilitation Medicine Department at the NIH, CRC, with particular emphasis on both research related administrative responsibilities as well as direct patient contact. This assistance includes preparation and execution of contracts, budgets, personnel and research related documents, and adherence to the ethical guidelines and regulatory requirements for research involving human subjects. The candidate should possess the education and experience to conduct high quality scientific research, with a specific professional background in exercise science Experience in the performance of exercise testing is critical. This education and experience should also include knowledge of individuals with disabilities. In order to fulfill the Government's requirement, the candidate should demonstrate good organizational skills, the ability to establish priorities, analyze and solve problems, make decisions, and make recommendations based on supporting data and judgment. Training, consultation, and technical assistance 10 points The candidate should demonstrate the ability to provide authoritative technical assistance, instruction, and consultation to RMD staff, residents, trainees, fellows, and students in areas of substantive expertise including exercise testing, as well as exercise training. Teamwork and communication 25 points The candidate should demonstrate the ability to work well in a team, interacting effectively with a wide variety of staff to implement section and departmental objectives while observing institutional policies. The candidate should demonstrate effective communication, verbally and in writing. Professional growth and career development 15 points The candidate should possess a demonstrated track record of professional growth and development that enhance job related skills and performance and serve as preparation for new and advanced opportunities within the field of rehabilitation science. Unless it is an “undue burden” or compliant products or services do not exist, the proposal must comply with Section 508. The contractor should state that they would comply with the requirements of Section 508 or cite a justifiable reason for an exception. If any additional costs for compliance are anticipated, these costs should be identified. For existing systems, the contractor may not be able to identify all costs for compliance if the contractor did not develop that system, but should state that any development performed during the course of this task order will be compliant. Within 30 days of this task award, the contractor should provide a plan for compliance for the system as a whole, including any costs associated with compliance. Security Any personal data collected and/or used under this contract is subject to the Privacy Act Clause (FAR 52.224-2). The Contractor will use any Privacy Act information provided by the Government or other Government contractors for the purposes authorized by this contract only and for no other. The Contractor will not provide the information to any other person or entity, unless explicitly directed. Each person providing service under this proposal will be required to sign a document of understanding stating that he/she understands and will comply with Privacy Act requirements. The Government intends to make an award based on the lowest price technical accepted offeror to the eligible, responsible offeror whose offer conforms to the solicitation, and is the most advantageous to the Government. The Government reserves the right to make an award to that offeror whose quotation provides the best overall value to the Government.
