- THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE SOLICITATION WILL NOT BE ISSUED. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 under Simplified Acquisition procedures in Subpart 13.5 as supplemental with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is RFQ106857 and is being issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-25. This acquisition will be processed under Simplified Acquisition Procedures. The associated North American Industry Classification System (NAICS) Code is 541712. Protocol Manager Background: The Rehabilitation Medicine Department (RMD) resides within the Marl (O. Hatfield Clinical Research Center, a state of the art, 250-bed biomedical research hospital located on the campus of the National Institutes of Health in Bethesda, MD. The RMD was established to perform cutting edge rehabilitation research and to provide the highest quality rehabilitation assessment and treatments for patients with complex medical conditions. The Department initiates, collaborates in, and supports biomedical research conducted at the Clinical Center. In May of 2007, the RMD added an Epidemiology and Biostatistics Section to support the statistical needs of the RMD staff, address departmental data management and security issues, and to expand its research portfolio to include population-level research on health services and disability-related public health issues. Since its inception, the Section has initiated and is currently involved in four collaborative research projects. One of these projects is a major 3-year effort to assist the Social Security Administration examine its disability evaluation processes and explore innovative methods for augmenting these processes. As the research efforts of the Section have developed, the associated administrative work load has grown. Administrative responsibilities related to protocol initiation and implementation include tasks such as: 1) preparation of documents including contracts, annual reports, and personnel documents; 2) adherence to the ethical guidelines and regulatory requirements for research involving human subjects including preparation of documents for Internal Review Board and/or Office of Human Subjects Research review; and 3) assisting in the execution of RMD health services research including monitoring study progress, assisting with problem solving, and timely resolution of problems that arise during study implementation. A considerable amount of time and effort is required to manage all of the administrative responsibilities associated with the successful execution of the research protocols currently undertaken by the Section. Furthermore, there is a need for additional analytic and scientific support for ongoing and emerging population-based research projects. In order to meet this need, staff with expertise in population-based research methods, statistical analysis, and project administration will be needed. This contract will provide funds to hire staff to provide these services. Purpose: The purpose of this contract is to provide support for the research activities of the Rehabilitation Medicine Department in the NIH Clinical Research Center by carrying out all of the necessary administrative activities needed to insure smooth and uninterrupted implementation of the research projects that are underway within the Epidemiology and Biostatistics Section or that will be initiated by the Chief of Rehabilitation Medicine and/or the Section. Responsibilities include carrying out research related administrative responsibilities, assisting in the execution of RMD health services research, and working as a team member to implement section and departmental objectives. Qualifications 1) An educational background in public health, epidemiology, health sciences, health policy, medicine, sociology, or psychology reflected by an advanced degree (Masters or higher); 2) Coursework, experience, or additional education using statistical software such as SAS,SUDAAN, SPSS, or STATA, Statistica and ArcGIS. 3) Knowledge of statistical methods for analysis of complex surveys; 4) Experience in the analysis of survey and other large data sets; 5) Good organizational skills; ability to participate in several projects simultaneously and follow-up on important project-related tasks in a timely manner; 6) The ability to establish priorities, analyze problems, and make decisions and recommendations based on supporting data and judgment; 7) The ability to interact effectively with other members of a research team; 8) Effective communication, verbally and in writing; 9) Adherence to the highest ethical standards. Proposed tasks: The protocol manager will be responsible for: 1) Assisting in research related administrative responsibilities including: a. Preparation and execution of contracts, budgets, personnel documents (i.e. statement of duties), annual research reports, as well as policies and procedures; b. Space and property management; c. Adherence to the ethical guidelines and regulatory requirements for research involving human subjects including preparation of documents for IRB review as appropriate; 2) Assisting in the execution of RMD health services and public health research including: a. Monitoring study progress; b. Identifying banfiers to optimal protocol implementation; assisting with problem solving and timely resolution of problems; c. Gathering detailed documentation from various data sources intended for analysis, developing a working knowledge of these data sources, and applying this knowledge to statistical analyses; d. Implementing detailed project-specific data preparation tasks including file construction, variable construction / modification, and data quality evaluation, and internal consistency checks; e.Preparing appropriate data file documentation (including analytic decisions and processes) and reference materials for data sources; f. Assisting with data analysis utilizing statistical software; g. Assisting with preparation of reports of substantive results for review including an assessment of the adequacy and quality of data used in the analyses, explanation of analytic methodologies, and presentation of results; h. Applying statistical techniques to produce meaningful tables, charts, and graphs using Microsoft Office or comparable software; i. Preparing a variety of research related scientific documents including correspondence, manuscripts, graphics, posters, and other materials; 3) Interacting with other section and departmental members via meetings and committees as assigned; works as a team member to implement section and departmental objectives; 4) Performing additional duties as assigned. Deliverables: The Protocol Manager will deliver the following products according to deadlines established by the Chief of Rehabilitation Medicine in conjunction with the Section Chief for Epidemiology and Biostatistics: 1) Timely delivery of contracts, budgets, hiring documents, research reports, policies and procedures, as well as documents required for research involving human subjects; 2) Regular attendance and participation in meetings to monitor study progress, including documentation and distribution of minutes when requested; 3) Timely delivery of appropriate data file documentation (including analytic decisions and processes), reference materials for data sources, and reports of substantive results as requested; 4) Timely delivery of summary data in tables, charts, and graphs as requested; 5) Timely delivery of research related scientific documents as requested. Government property: All data, analyses, reports, and other contract related products will be considered the property of the U.S. government. Level of effort: Forty hours per week for 46 weeks. Terms: Performance shall cover the period from August 4, 2008 through August 3, 2009. Evaluation Criteria Research 50 points The candidate should demonstrate the ability to effectively assist in the execution of health services and public health research within the Rehabilitation Medicine Department at the NIH, CRC, with particular emphasis on research related administrative responsibilities. This assistance includes preparation and execution of contracts, budgets, personnel and research related documents, and adherence to the ethical guidelines and regulatory requirements for research involving human subjects. The candidate should possess the education and experience to conduct high quality scientific research, with a specific professional background in rehabilitation, administration/management, health policy, as well as national and state level disability programs and policies. Experience examining complex public policy issues, particularly those associated with social welfare policy, is critical. This education and experience should also include use of statistical software such as SAS, SPSS, STATA, Statistica, and ArcGIS, knowledge of statistical methods for analysis of complex surveys, experience in the analysis of large data sets, and program related research and evaluation. In order to fulfill the Government's requirement, the candidate should demonstrate good organizational skills, the ability to establish priorities, analyze and solve problems, make decisions, and make recommendations based on supporting data and judgment. Training, consultation, and technical assistance 10 points The candidate should demonstrate the ability to provide authoritative technical assistance, instruction, and consultation to RMD staff, residents, trainees, fellows, and students in areas of substantive expertise including statistical analysis as well as disability, health policy, and health services research. Teamwork and communication 25 points The candidate should demonstrate the ability to work well in a team, interacting effectively with a wide variety of staff to implement section and departmental objectives while observing institutional policies. The candidate should demonstrate effective communication, verbally and in writing. Professional growth and career development 15 points The candidate should possess a demonstrated track record of professional growth and development that enhance job related skills and performance and serve as preparation for new and advanced opportunities within the field of rehabilitation science. Section 508 Compliance Section 508 requires that Federal Agencies’ electronic and information technology is accessible to people with disabilities. Unless it is an “undue burden” or compliant products or services do not exist, the proposal must comply with Section 508. The contractor should state that they would comply with the requirements of Section 508 or cite a justifiable reason for an exception. If any additional costs for compliance are anticipated, these costs should be identified. For existing systems, the contractor may not be able to identify all costs for compliance if the contractor did not develop that system, but should state that any development performed during the course of this task order will be compliant. Within 30 days of this task award, the contractor should provide a plan for compliance for the system as a whole, including any costs associated with compliance. Security Any personal data collected and/or used under this contract is subject to the Privacy Act Clause (FAR 52.224-2). The Contractor will use any Privacy Act information provided by the Government or other Government contractors for the purposes authorized by this contract only and for no other. The Contractor will not provide the information to any other person or entity, unless explicitly directed. Each person providing service under this proposal will be required to sign a document of understanding stating that he/she understands and will comply with Privacy Act requirements.
