Description
This publication serves as a presolicitation notice that U.S. Environmental Protection Agency (EPA) will issue a Request for Proposal (RFP) for Upper Columbia River Tribal Consumption and Use Survey. This requirement is subject to availability of funds. Award will be made on a best value basis with technical being of greater importance than cost/price. The North American Industry Classification Standard (NAIC) code 541720 applies. Therefore, the purpose of the FedBizOpps announcement is to notify bidders of EPA's requirement and to direct interested parties to the EPA?s Business Opportunities with EPA Internet World Wide Website at http:http://www.epa.gov/oam/srpod/index.htm#solam where the RFP will be posted on or about August 4, 2008 with bids due September 15, 2008. As it becomes available, information regarding this procurement will be posted at the above referenced site. In an effort to streamline communication to the maximum extent possible, the subject RFP, amendments and other related items for this procurement will be posted at this same site. Bidders must download the RFP and related documents from the internet as no printed copies will be available. The contract type to be awarded will be a IDIQ Fixed Rate contract to the responsive and responsible bidder offering the best value to the U.S. Government. The anticipated award date is on or before November 30, 2008. Participating Organizations: Confederated Tribes of the Colville Indian Reservation (CCT). The CCT value their natural resources which have been contaminated by pollution in the Upper Columbia River (extending from the U.S./Canadian Border to the Grand Coulee Dam in Northeastern Washington State. Proposed work: The EPA will be conducting a survey as part of the Upper Columbia River (UCR) Human Health Risk Assessment (HHRA) and Remedial Investigation/Feasability Study (RI/FS). This survey will identify dietary, nutritional, and other lifestyle factors of CCT population that may contribute to their exposure to contaminants associated with the UCR site or influence risk management decision made at the site. The primary aim of this survey is to collect information to characterize dietary and other exposures to potentially contaminated resoureces at the site. A secondary aim of the survey is to collect nutritional information from the CCT respondents to support management decisions and risk communication regarding resources use and avoidance as well as health choices in future resource use for the CCT. This survey will support quantitative estimates of activity, contact and consumption parameters that could be a used to estimate exposure chemicals of interests at the site. EPA anticipates issuing a fixed rate performance based contract consisting of a Base Year and 2 Option Year which may contain incentives for performance of these services. Estimated dollar value for this procurement if all Option Years are exercised is up to $1,500,000.00 ($1.5M).
