- The Draft RFP is available for comment and feedback on the various sections of the solicitation including the Performance Statement of Work (PWS) and provisions and clauses. Interested parties are encouraged to submit comments or questions. Feedback on the Draft RFP may be considered and may or may not be reflected in any future solicitation. The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department does not intend to release publicly the comments and questions received or its responses to those comments and questions, although it will provide answers and questions posed to the party submitting them. Notwithstanding this stated intention, interested parties submitting comments or questions that include data they do not want used or disclosed for any purpose other than the further revision of the Draft RFP may include the following on the email message or cover page of their submissions, This submission includes data that may or may not be duplicated, used, or disclosed to the general public, in whole or in part, for any purpose other than with respect to the further development of the Draft RFP. This restriction does not limit the FISC Norfolk Contracting Department right to use information contained in the data if it is obtained from another source without restriction. The data subject to this restriction are contained in sheets (Submitter insert numbers or other identification of sheets); or mark each sheet of data they wish to restrict as follows: Use or disclosure of data contained on this sheet is subject to the restriction on the cover page of this submission. Questions about the Draft RFP should be emailed to aster.lyon@navy.mil with subject 3PL Crane Questions-Draft RFP. Questions should be set out as text in the email message (not an attachment), and must be clearly stated with references to the appropriate section of the Draft RFP and, when possible, with examples or illustrations to amplify or clarify the question or comment. Please submit questions by noon on July 28, 2008 to provide ample time for FISC Norfolk Contracting Department to respond before comments on the RFP are due. Comments on the Draft RFP should be received by August 4, 2008. Comments should be submitted as a narrative and must be clearly stated with references to the appropriate section of the DRAFT RFP. Comments may be submitted as attachments in Microsoft Word, Excel or Power Point compatible files or via US Postal Services to: Fleet and Industrial Supply Center, Contracting Department, Attention: Code 245I, 1968 Gilbert Street, Suite 600, Norfolk, VA 23511-3392 or if sent other than US Postal Services to: Fleet and Industrial Supply Center, Mail and Material Processing Center Code 200, Attention Code 245I, 9550 Decatur Avenue, Norfolk, VA 23511-3328. Any submission (comments or questions) should include the following information in the email message or cover letter: (a) the partys name, (b) the partys Company point of contact: name, title, address, telephone number, fax number and email address, (c) the notice concerning data provided by the submitter for limited use, if applicable, and (d) date submitted.
