Description
The USGS intends to award a requirement for the analysis of 55 egg samples and 40 plasma samples noncompetitively IAW FAR 13.106-1(b) (2) to Carleton University/Dr. R. J. Letcher Ottawa, Ont Canada K1A OH3. A paper, "Dacthal and chlorophenoxy herbicides and chlorothanlonil fungicides in eggs Osprey from the Duwamish-Lake Washington-Puget Sound area of Washington State, USA," recently appeared in Environmental Pollution 145 (2007): 374-381. It documents the first report of herbicides in a bird egg. An isomer of dacthal was also reported. These findings indicate that dacthal can be accumulated in the food chain of fish-eating Osprey, and transferred in ova to eggs, and thus may be of concern to the health of the developing chick and the general reproductive health of the Osprey populations. Polybrominated biphenyl ethers (PBDEs) were also found in the Osprey eggs. This new work is part of a series. The analytical chemistry work has been conducted by Dr. Robert Letcher and associates. A new technique was developed. Thus, for comparability, the egg and plasma samples will be analyzed at the same lab. The contractor will analyze 55 eggs and up to 40 plasma samples for selected herbicides and PBDEs. The government will provide the eggs and plasma. Deliverables include analysis of 55 eggs and up to 40 plasma samples. The findings will be presented on electronic spreadsheets, with appropriate QA/QC, i.e., will meet the standards of the Canadian Wildlife Service (CWS). The schedule will commence August 30, 2008 and end December 30, 2008.Residue data must meet the QA/QC standards of the CWS. Other interested concerns shall submit a capabilities statement to the Contracting office no later than the closing date of this announcement. Point of Contact is J.
