Description
The Federal Aviation Administration (FAA) has a requirement for project management, engineering and installation/construction work for power systems and power system ancillary equipment and structures. The engineering services include: site surveys, coordination studies, and design specifications and drawings. The installation and construction work includes, but is not limited to: engine generators, fuel tanks, fuel systems, uninterruptible power systems, power panels, HVAC, equipment shelters, remote maintenance monitoring systems, and miscellaneous electrical work. Firms expressing an interest must be able to provide these services to the FAA anywhere within the 48 contiguous United States. It is the FAA's intent to award multiple contracts, up to eight, to meet this requirement. It is anticipated that any issuance of a Screening Information Request as a result of this survey will be partially set aside for small businesses. The results of the market survey will assist the FAA to determine the extent of contracts that may be set-aside for small businesses, Socially and Economically Disadvantaged Small Businesses [8(a)] and Service-disabled Veteran-owned Small Businesses. The NAICS code applicable to this requirement is 541330-Engineering Services. The business size standard for this NAICS is $4.5 million Firms submitting a response are requested to provide the following information: (1) Name and address of company; (2) Point of contact (name, position within the company, and telephone number); and (3) Completed Business Declaration Form, attached. Responses to this market survey should be via e:mail to the Contracting Officer using the following e:mail address: connie.m.houpt@faa.gov. Responses must be received no later than close of business day, August 7, 2008. This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire these services. No entitlement to payment of direct or indirect costs or charges by the FAA will arise as a result of submission of responses to this market survey and the FAA's use of such information. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
