Description
This proposed contract action is for supplies or services for which the Naval Medical Center San Diego intends to solicit as a small business set aside in accordance with FAR 13.003 (b)(1). This notice of intent is a request for competitive quotations. This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. The solicitation number, N00259-08-T-0199, is issued as the request for quotation (RFQ) reference number. This acquisition is a small business set aside and order will be a firm fixed price order. The North American Industry Classification System (NAICS) Code for this acquisition is 811213: $6.5 Million Dollars. All responsible businesses may submit a quote that shall be considered by the agency. All quotations should be directed to Reagan Pablo, Naval Medical Center San Diego, 34800 Bob Wilson Drive, San Diego, CA, 92134, or by e-mail to reagan.pablo@med.navy.mil on or before July 31, 2008 1600. Pacific Daylight Time to be considered responsive. No phone inquiries will be accepted. In accordance with FAR 52.212-2, Evaluation - Commercial Items (1999), award will be made based on price and technical ability. These evaluation factors have equal levels of importance. Contractor MUST be registered in the Central Contractor Registration (CCR) prior to award. The website address for CCR registration is www.ccr.gov. Scope: Naval Medical Center San Diego (NMCSD) is acquiring a video teleconference system (VTC) for two areas within our command. The installation of the VTC will significantly improve communication techniques to other DOD installations. The VTC system will provide NMCSD the ability to convey, share, and discuss pertinent information through means of digital/high definition audio and visual meetings with various military commands from various places of the world. 2. Specifications and Components: -High definition visual communication system with video at 720p resolution or greater. -Multi-site capability and connectivity to multiple video sources. -The control panel will be Creston.-HDX 9004 is the preferred VTC system with People + Connect application. A substitute product for the HDX 9004 is the Tandberg Series. Similar models and brands will be considered. Please provide justification for other suggested models.-Television with size appropriate for the dimension of the room. (If room requires equipment).-High definition camera-Microphone(s)-Speaker(s) -Appropriate installation of system. Including software, hardware, and other applicable material.-High definition LCD television. (If room requires equipment).-DVD, VCR, tuner (If room requires equipment).-Remote Control-3 year minimum for service and warranty.-All materials must be compatible with existing VTC equipment utilized at NMCSD.-There is no encryption device for our ISDN. The bandwidth is at 384 kbps.-The contractor will provide all management, supervision, labor, material, and tools, necessary to complete the requested solicitation. 4. Site Visit: A site visit is scheduled for July 29, 2008 @ 0915. The meeting place will be at Naval Medical Center San Diego. Starting location within Naval Medical Center San Diego will be at Material Management Building 1 Ground Floor. Parking is available only were visitor parking is allowed (or handicap if lawfully permitted). After the first site is surveyed, the second site and third site will follow immediately. Approximate start time of the survey for the second site is TBA (depending on time allocated for first site). Transportation to the third site will be provided (Please note that seating is limited. Reserve seating will be on a first response basis). A site visit will be not be necessary but is considered to helpful in providing potential contractors the opportunity to accurately survey the area and to provide precise quotes. In addition, it will allow contractors to obtain information from NMCSD representatives that may help provide further insight to what is expected from this solicitation. Interested parties in providing quotes and/or attending the site visit will submit their intent of attendance no later than July 25, 2008 @ 1330. Interested parties may be subject to identification verification upon entering any military installation. Interested contractors may request further site visit information through email request.
