Description
The Department of Veterans Affairs (VA) on behalf of and as an agent of the Division of Strategic National Stockpile (DSNS) for the Centers for Disease Control and Prevention (CDC) has identified ventilators to be a necessity for pandemic flu preparedness and response. The purpose of this solicitation is to award an indefinite delivery/indefinite quantity (IDIQ) type contract for portable ventilators (all same make and model) with delivery to stockpile location(s) in support of pandemic flu preparedness and response. Resulting awardee shall also be capable of providing re-supply kits, along with end-user training and sustain a 60-month (five year) maintenance support agreement that will include rotation of approximately one third of the ventilators shipping from Government location to offerors location for annual preventative and recertification maintenance. The objective is to insure availability and consistency of product for stockpile and if need be, deployment in the event of pandemic flu outbreak. The base contract period will be for one year (or less, depending on date of award), with one (4) option periods that may be exercised by the Government. It is the Governments desire that the contractor shall provide consistent deliveries of portable ventilators and re-supply kits within an 18-month period. Offerors are requested to propose a delivery schedule that can be accomplished within this timeframe or sooner and if not within this timeframe, include appropriate reasons why not. Delivery shall be within the continental United States. NOTE: Due to the national security and sensitive aspects of this program, information such as final delivery location(s) and point of contact(s) are considered confidential and as such shall only be disclosed to the resultant awardee. Due to the confidential and sensitive nature of this procurement the contractor and affiliates shall be required to complete a confidentiality agreement within five (5) days of award. Offeror must be able to provide standard commercial warranty term of at least one year after date of shipment as part of the mandatory characteristics (minimum requirements). Because of the uniqueness of the DSNS stockpile program and this related procurement, the Government desires a warranty term that would begin at the point of 1st deployment of ventilators and continue through one year. Offerors are encouraged to consider this optional characteristic provision and to include their response to this provision in the business proposal. This provision as it is offered will be included in the price analysis portion of the evaluation. Distributors/dealers are required to submit a letter from the manufacturer/s of the offered portable ventilators guaranteeing a source of supply for the term of the contract. This letter must be from the manufacturer and on the manufacturers stationary. Offers from distributors/dealers that do not submit the letter of commitment from the manufacturer will be rejected.
