Description
ALL ANSWERS AND PRESENTATIONS PROVIDED IN NO WAY CHANGE THEREQUIREMENTS OF THE RFP. ANY CHANGES WILL BE MADE THROUGH AN AMENDMENT ISSUED BY THE CONTRACTING OFFICER. The purpose of the this revision to the subject announcement is to provide Set 3 of answers to questions that have been submitted since the release of the RFP. The revision to this announcement to provide the List of Attendees and the Slide Presentation from the Industry Day/Pre-Proposal Conference held July 16, 2008. The purpose of Amendment 0001 is to incorporate changes/revisions as provided in the attached. The requirements for Bahrain and Iraq are currently no longer a part of this procurement at this time. There will be no extension to the proposal due date. The purpose of the this revision to the subject announcement is to provide Set 2 of answers to questions that have been submitted since the release of the RFP. The purpose of the this revision to the subject announcement is to provide Set 1 of answers to questions that have been submitted since the release of the RFP. The Space and Naval Warfare Systems Command (SPAWAR), on behalf of the Program Executive Office (PEO) International Command, Control, Communications, Computers and Intelligence (C4I) Integration Programs (PMW 740), is issuing a Competitive Small Business Set-Aside Request for Proposal (RFP) for the procurement and installation of Maritime Surveillance Systems (MSS) and Command and Control Centers (CCC) in various foreign nations, such as, but not limited to: the Republic of the Philippines, Republic of Iraq, Kingdom of Bahrain, and various North African countries. Required effort will include the engineering experience and capabilities required to integrate and test the installed MSS. Contractors will be required to provide efforts such as, but not limited to, systems engineering, minor construction, test and evaluation, logistics support, training support, program management, and follow-on technical engineering support to existing MSS requirements. This notice is also serving as an announcement to industry that an Industry Day/Pre-Proposal Conference will be held in San Diego, CA, on Wednesday, July 16, 2008 at Wyle Laboratories (Wyle). Wyle is located at 1550 Hotel Circle North, 4th floor. The conference will be held from 7:30 a.m. until 12:00 p.m. (PDT). Check-in will be from 7:30 a.m. 7:55 a.m. The Conference will begin promptly at 8:00 a.m. The purpose of this Industry Day/Pre-Proposal Conference is to discuss the proposal format and to address questions on the contracting strategies being utilized by the Government. Please submit all questions before COB 11 July 2008 to Kelly.m.smith@navy.mil and carla.brown@navy.mil as soon as possible. There will also be the opportunity for contractors to ask questions and provide comments in an open forum and these questions/comments will be addressed, if possible. THERE WILL BE NO ONE-ON-ONE SESSIONS FOLLOWING THE GOVERNMENT PRESENTATION. No cameras, tape recorders, or other reproduction devices are allowed during this meeting. All submitted questions and answers will be made publicly available on the SPAWAR E-Commerce Central website (http://e- commerce.spawar.navy.mil) following the Pre-Proposal Conference. Due to possible space limitations, attendance is limited to: (a) One representative from a small-business contractor and (b) one other representative at the small-business's discretion All participants must RSVP to Ms. Kelly Smith at Kelly.m.smith@navy.mil by COB 11 July 2008. The response must be submitted by the small-business and consist of the following: (a) Full name of representative(s) planning to attend (must be U.S. citizen); (b) Company Name of each representative; (c) Representative(s) official title/affiliation; (d) Representative(s) email address; and (e) Representative(s) direct phone number. All participants will be required to check in prior to the Industry Day/Pre- Proposal Conference. Attendees will be required to show picture identification at check-in. If any changes need to be made to individual participants, please contact Ms. Kelly Smith at kelly.m.smith@navy.mil to update registration information accordingly with a copy to Ms. Carla Brown (carla.brown@navy.mil) and contain the following information: For those who are unable to attend, information and instructions to access the briefing material will be available at a later date.
