- The Defense Advanced Research Projects Agency, Tactical Technology Office (TTO), intends to award a Sole Source contract to the Georgia Institute of Technology (GIT), Atlanta, GA for phases 1B (6 months) and 2 (15 months) of the Heliplane program. Previous Phase 1 Heliplane activities were completed by a team led by Groen Brothers Aviation which included the GIT as a subcontractor under Other Transaction Agreement No. HR0011-06-9-0002. During Phase 1, the Heliplane team developed and completed subscale demonstrations of key enabling technologies and completed the preliminary design of an aircraft capable of 400 mph cruise and VTOL performance. The GIT members of the Heliplane team developed innovative approaches to enable controlled flight of the Heliplane at 400 mph and approaches to meet acoustic performance requirements for tip-jets. The Phase 1 Heliplane Agreement, although written for all phases of the DARPA research program, has concluded at Phase 1A and reorganizing of the team members is necessary prior to continuing the program. The proposed Heliplane Phase IB effort is a logical follow-on (continuation) to the effort conducted by the Heliplane team under Agreement No. HR0011-06-9-0002. During Phase 1B, the GIT will be required to mature the design of the Heliplane to ensure that it closes on a 400 mph VTOL aircraft that is able to meet all program objectives, including tip-jet noise requirements. During Phase 2, the GIT will be required to complete an experimental demonstration of the capability to control the Heliplane at cruise speeds up to 400 mph and to demonstrate the capability to meet tip-jet noise goals. DARPA anticipates Groen Brothers Aviation maintaining a role in Phases 1B and 2 of the Heliplane program as a subcontractor to the GIT. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements.” As the developer of technical approaches to meet the goals of the Heliplane concept, the GIT possesses unique knowledge, capabilities and data required to carry out the research effort. This notice of intent is not a request for competitive proposals and no solicitation is currently available. However, interested parties may identify their interest and capability to respond to the requirement. Responses/proposals received within forty-five (45) days after date of publication of this notice will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government.
