- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division intends to purchase an adjustable height staging platform system for use at the Centers Human Performance Laboratory. This is a brand name or equal requirement. The following constitutes the brand name product: Stage Dimensions, Inc. manufactured components consisting of a Qty of 42, Part No. SD4x6CARP, Stage 5000 with grey carpet, 4 feet by 6 feet; Qty of 6, Part No. SD2x6CARP, Stage 5000 with grey carpet, 2 feet by 6 feet; Qty of 8, Part No. SDL08P, 8 inch leg set (4) with adjustable feet; Qty of 8, Part No. SD1216ALP, telescoping legs with adjustable feet (4), 12 inches to 16 inches; Qty of 16, Part No. SD1624ALP, telescoping legs with adjustable feet (4), 16 inches to 24 inches; Qty of 16, Part No. SD12436ALP, telescoping legs with adjustable feet (4), 24 inches to 36 inches; Qty of 25, Part No. SD2LCP, leg clamp, 2 way; Qty of 40, Part No. SD4LCP, leg clamp, 4 way; Qty of 2, Part No. SD2440ASP, adjustable stair unit, 24 inches to 40 inches, 5 step; and Qty of 3, Part No. SD15DFC4S, 15 deck flat cart with 4 swivel casters. The following are the salient characteristics of an equal product: Must support a minimum 200 lb/sf live load; Staging must lock together on edges, and locks must be able to be activated from above or below; Legs must be able to lock together, two or four at a time for extra rigidity. If locks are not included with or incorporated into the legs, then 25 locks capable of locking 2 legs together are required plus 40 locks capable of locking four legs together are required; 42 pieces of staging 4 feet by 6 feet covered in grey carpet, minimum 26 oz loop; 6 pieces of staging 2 feet by 6 feet covered in grey carpet, minimum 26 oz loop; 32 legs must be 8 inches with feet adjustable up to 3 inches for leveling; 32 legs must be adjustable from 12 inches to 16 inches in 1inch increments with feet adjustable up to 3 inches for leveling; 64 legs must be adjustable from 16 inches to 24 inches in 1inch increments with feet adjustable up to 3 inches for leveling; 64 legs must be adjustable from 24 inches to 36 inches in 1 inch increments with feet adjustable up to 3 inches for leveling; 2 stair units that attach to staging, 30 inches wide, adjustable in height at least from 24 to 36 inches; 3 carts, each capable of carrying 15 pieces of staging. Vendors may quote either the brand name product or its equal, so long as the equal meets the above listed salient characteristics. If quoting an equal product, vendors must adequately demonstrate how the offered product meets the required specifications. Failure to do so may result in a quote being deemed unresponsive. These items will be acquired utilizing Simplified Acquisition Procedures. The Government will not issue a written request for quotations as all items are identified on this notice. The closing date for receipt of quotations is 3:00 pm ET on 25 July 2008. All items are to be priced FOB Destination to Dahlgren, VA 22448-5114. Delivery shall be 30 days after award date. Award is anticipated on or before 31 July 2008. In order to be eligible for award, firms must be registered in the Central Contractor Registration (CCR). Vendors may obtain information on CCR registration at http://www.ccr.gov.
