Description
The USDA Forest Service has a requirement for Road Maintenance on the Nantahala Ranger District in Franklin, NC. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. (ii) This solicitation/synopsis reference number is AG-4568-S-08-0007 and is being issued as a Request for Quote (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26 dtd June 12, 2008 (iv) This acquisition is not set-aside for small businesses. The associated NAICS code is 237310 with an $31.0 million size standard. (v) Contractors shall submit a lump sum quote for Road Maintenance at the Nanataha Ranger District. No mandatory site visit will be conducted. All interested contractors shall contact Cliff Northrop at 828-257-4234. All responsible sources may submit a quotation package to be considered. (vi) Road Maintenance on the Nantahala Ranger District, in North Carolina. (See statement of work) (vii) Work must begin within 10 calendar days of award and be completed within 90 calendar days of award. (viii) The following clauses and provisions are incorporated and will remain in full force in any resultant award: (full text of clauses and provisions may be assessed electronically at this website: http://farsite.hill.af.mil) FAR 52.212-1, Instructions to Offerors-Commercial (ix); FAR 52.212-2 Evaluation-Commercial Items Evaluation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Contractor’s past performance history / experience Contractor’s pricing The Government may reject any and all quotes, issue a contract to other than the lowest quote, and waive minor informalities or irregularities in quotes received. Technical Experience and past performance when combined, are approximately equal when compared to price The following factors shall be used to evaluate offers: 1.Technical capability of the item offered to meet the Government requirement. 2. Price- The Government will evaluate offers for award purposes or the total price for the requirement. Technical and price factors, when combined, are equal. User may use price and past performance and assign equal weight to each. If using past performance you must request past performance information and must evaluate the past performance. If using past performance you must include this note, otherwise you are required to review the past performance of all offerors before making a determination for award. *If the lowest priced evaluated responsible offer is judged to have an exceptional performance risk rating, that offer represents the best value for the Government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers. Offerors shall provide 3-5 references of your most recent projects.} (x) Contractors shall include a completed copy of FAR 52.212-3, Offerors Representation and Certifications Commercial Item or complete electronic annual representations and certifications at http//orca.bpn.gov.
