Description
STATEMENT OF OBJECTIVES FOR MASS NOTIFICATION SYSTEM PURPOSE: To significantly improve the efficiency and accuracy of notifications for the 48th Fighter Wing leadership and base decision makers. BACKGROUND: The Command Post currently does not possess a mass notification system. The current system in use by the Command Post is a web-based system capable of reaching only SMS capable devices (SMS cell phone, pager, PDA, email). The system is very time consuming and labor intensive to input data. Further, the system does not offer feedback capability to inform the sender of who was contacted. Finally, the current system is fee-per-call based which would generate significant costs if used daily for base-wide notifications. According to USAFEI 10-207: "The maximum number of initial calls will not exceed seven per controller". The Command Post has numerous scenarios requiring seven or more notifications per controller. Without mass notification capability, this requirement can and has extended notifications in excess of twenty-five minutes. This in turn delays vital information reaching key decision makers and leads to inaccurate reporting of information. SCOPE: The 48th Fighter Wing Command Post desires to create and execute a strategy to vastly improve notification efficiency and accuracy in regard to events or incidents affecting the installation. OBJECTIVES: While Offerors have complete flexibility to propose their own solutions, their proposed Contract Work Statement must include a comprehensive strategy for achieving the following objectives: •System Capabilities / Requirements: System must have the capability for the creation and storage of numerous pre-canned scenarios (100+) Must have capability to use existing telephone system. Must not use a remote call center with charge per call fees. Must have capability to contact numerous electronic devices (cell phones, SMS, pager, fax, home phone, email, and PDAs). Must have capability to send multiple notifications simultaneously. •Feedback / Reporting: Must have feedback capability to report who was and was not contacted. •Installation Requirements: System must be Joint Interoperability Test Command (JITC) certified to operate on Air Force telephone systems/networks (AFI 33-111 Voice Systems Management paras 7.9 and 9.1.2.. and Attachment 6). System must be a system approved by the Air Force Communications Agency's and DISA's DITSCAP/DIACAP system prior to use on Air Force network (AFI 33-202 Volume 1 Network and Computer Security, Chapter 6). System must be able to interface with the standard desktop operating systems. System must be able to operate on Air Force standard network architecture and not use excessive bandwidth. •Training: Must provide initial notification scenario set-up assistance and training. •Maintenance: Must have capability to be maintained by local communication support function (Comm Sq, CP, etc.) Must have 24hr customer support service offered by provider. Offer per incident rates for system service calls rather than annual service agreement. Solution must minimize recurring costs for the life of the system. Price proposal must include future software upgrades and maintenance for a five year period following installation. •Not required but desired: Capability to send notifications to individual desktops. Capability for notification to remain on desktop until acknowledged by user. Capability for Geobase (or other interface) to direct calls and notifications based on building / area affected.
