Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. This is a total small business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 333132. The small business size standard is 500 employees. The work involves manufacturing a cable tool per the Statement of Work below. When completed, the cable tool will be mounted on a 2008 International Model 2106V truck. Quotes are due by close of business, July 28, 2008.Questions regarding this solicitation must be sent in writing to dwestenskow@uc.usbr.gov, or faxed to Denise Westenskow at 801-524-3857. -------------------------------------STATEMENT OF WORK REQUIREMENTS The Bureau of Reclamation, Alamosa Field Division has a requirement for a truck mounted cable tool capable of drilling 24" to 36" hole diameter to 100' depth with a maximum tool weight of 2,600 pounds in accordance with the attached Statement of Work. Telescoping Mast:41' Telescoping Mast with 24,000 hook load capacity with four (4) lines and 36,000 pounds total load capacity. Must be sheaved to run 4-part casing lines. Mast must be equipped with automatic folding braces and ground controlled telescopic latch. Mast must be equipped with 4-guy lines attached to mast head. Base of mast will be equipped with two (2) screw jacks to ground mast load. Safety chain required around mast base to machine to prevent blow-over or mast pin failure. Drill Reel (Bull Reel):To be driven by minimum of a two-plate 8" twin disc clutch. Must have an adjustable divider. Must have automatic spooling device. Required rated line pull of 6,000 pounds on bare spool and 2,300 pounds on full spool of cable. Line brake required and self energizing heavy duty brakes. 500' of left-hand lay drill line to be included. Casing Reel:To be gear driven with a two-plate 8" twin disc clutch. The rated hook load 24,000 pounds is required and 260' of 5/8" casing line for a 4-part casing block to be included. Casing reel brakes are to be self energizing and heavy duty. Johnson J10D-14BTAB 4-part traveling blocks to be included and installed. Sand Reel:The rated required line pull is 2,400 pounds on bare drums. Spool must have divider and 500' 3/8" cable to be included. Spudder Stroke:Must be adjustable - 16" to 20", 24" to 30", 32" to 38". Walking Beam:Double pitman arm design. Gear driven by an 8" or larger "Twin-Disc" three plate design. Pitman arms must have adjustable bearings. Counter weights bolted to walking beam designed to drill large diameter holes with 2,600 pounds to 3,000 pounds wet weight sand buckets (sand pumps) to 100' depth. Shock Absorber:Mast to be equipped with multiple rubber disc shock absorbing system. Mast Raising:Separate clutch and brake lever required. Metal screen and guards required. Guards (Safety):All drives are to be covered with sheet metal covers, screens, and or housings for protection from the weather and to meet O.S.H.A safety regulations. Controls:All drum brakes, clutches, line brake, spooling device, and engine controls will be remotely controlled at the operator's area. All controls are to be marked with permanent tags. Power Unit:Cummins Model 4B3.9 four cylinder, diesel engine with: 76 BHP @ 2,500 RPM.Engine complete with 12-volt electrical system, Murphy safety switches, battery and muffler. Power transmitted through spicer five speed or equivalent transmission with SAE No. 3 flywheel and flywheel housing and 13" single plate clutch. Shifting controlled at transmission w/clutch lever and shift lever. V-Belt drive from transmission pulley to machine flywheel w/belt tensioner. Standard highway gearing in transmission to speed up or slow down machine. Hydraulic Leveling Jacks:Three hydraulic leveling jacks with safety locking valves, complete with hydraulic tank, pump installed on drill engine w/clutch engagement (electrical) for intermittent operation; preferably with 3-lever spool valve operation mounted on operator's side. Hydraulic system for jacks rated at 37 GPM @ 2,000 psi including transmission PTO, gear type hydraulic pump, return filter and relief valve. Rear jacks ram extensions will be threaded and jam nutted. The threaded jam nuts w/wings will back-up against jack bases to prevent unexpected settling. Front jack mounted permanent to extended bumper. Fuel Supply: Diesel will be pumped from truck tank with electric fuel pump required for operation @ 7,900 ft. elevation. Power source to be from drill engine with return fuel line to truck tank. Catheads: Two (2) catheads required. Tool Box: Operator's side tool box required. Operators Manual & Parts book. Safety Kill Switches: Four (4) safety kill switches are required. They are to be mounted at an easy to reach left-front, left-rear, right-front, right-rear on rig machine. Marked or tagged as kill switches. These will be for the drill rig engine only. The truck must be equipped with back-up alarm mounted at the back of the rig. Deluxe Truck Mounting: Headache rack to protect cab of truck. Medium duty, aluminum or steel expanded metal flooring of non-slip design for cat-walks on sides of machine, and area between headache rack and drill machine. Mounting, cross-members, clearance lights, turn signals, reflectors, and side and end panels, side cat-walkways to be included. Sizes and dimensions to be designed by manufacturer to fit vehicle.
