- Description
- The U.S. Department of Homeland Security is seeking a qualified source in anticipation of a future requirement. The contractor must have knowledge of the EINSTEIN and Trusted Internet Connection (TIC) Initiatives; EINSTEIN data analysis, tools, and techniques; EINSTEIN network flow analysis capabilities; and TIC deployment environment. Additionally, the contractor must have extensive knowledge of Computer Network Defense Service Provider (CNDSP) Metrics, DoD Compliance Validation Reviews and Metrics Evaluations in order to build an equivalent Federal program. The contractor must be able to support the evaluation of new approaches and technologies for EINSTEIN data analysis, tools, and techniques; liaison with industry, Federal government including DoD and Intelligence Community (IC), and academia in support of EINSTEIN; specify, procure, and field a prototype environment that will replicate the TIC deployment environment. In addition to being able to support EINSTEIN requirements, the contractor must be able to build and support CNDSP Metrics, DoD Compliance Validation Reviews and Metrics Evaluations program; create or leverage products developed by the Defense Information Systems Agency (DISA) Field Security Operations (FSO) Enhanced Compliance Validation (ECV) process; adapt and develop tools, methods, and processes (including guidance, training, and support) for a program to assess whether designated TIC access points and Situational Operation Centers (SOCs) are meeting compliance and regulatory requirements by following approved and designated security guidance and best practices. Interested parties having the expertise and capabilities are invited to submit detailed information discussing their capabilities by close of business on Tuesday, July 22, 2008. No cost or pricing is required. This is not a solicitation. This Request for Information (RFI) is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Department of Homeland Security is not at this time seeking proposals, and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this RFI. Responses to the RFI will not be returned. Please be advised that all submissions become Government property and will not be returned.
