Description
The U.S. Department of Commerce, NOAA, intends to purchase 15 each of Filter, 410.5 MHZ, BNC Male/BNC Female, K&L Microwave, Inc., P/N 4C40-410.5/T1-BP/B, NSN: 5915-01-490-6471; ASN: S100-1A6A4-FL1. The K&L Microwave Band Pass Filter P/N 4C40-410.5/T1-BP/B is specifically made to operate with the National Weather Service (NWS) Automated Surface Observing System (ASOS) Narrowband Frequencies of 410.075 and 410.950MHz. The filters band pass characteristics are compatible with the ASOS communications between the ASOS Acquisition Control Unit and the Data Collection Platform. The use of another manufacturer's band pass jeopardize the communications associated with ASOS by causing Radio Interference into Federal Aviation Administration communications systems located on or near airports, typically where the ASOS is installed and operating. The use of another manufacturer's band pass filter would require extensive field testing at the Government's expense whose costs could not be recovered by the difference in competitive pricing versus sole source. The Government does not have the design rights of the manufacturer drawings for this part. Therefore, it is recommended to purchase the item by part number. This item is being purchased for the National Weather Service (NWS), to be delivered to the National Logistics Support Center, Kansas City, MO. The intended procurement is for supplies for which the government intends to acquire under the guidelines of FAR Part 12 Commercial Items. The Government intends to solicit and negotiate with only one known source under the authority of FAR 6.302. However, all proposals received within 10 calendar days after the date of publication of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right without further notice to solicit bids based on the receipt of affirmative responses to this notice or issue an order to K&L Microwave, Inc., whichever is determined to be more advantageous to the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide this product. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the specified probe filter or an probe filter that provides the same fit, form and function as that specified. Any responses that provide for a part other than that specified must be accompanied by descriptive literature and certified test results that show it meets the same form, fit and function of the part number specified (P/N 4C40-410.5/T1-BP/B). Also include the name, telephone number, and point of contact for businesses or other Government agency to which it has previously provided the item. Offerors may send their proposal to email address karen.l.christian@noaa.gov or fax to 816-274-6952 ATTN: Karen Christian. The NAICS code for this requirement is 334419. All responsible sources may submit a quote which will be considered by the Agency. All contractors doing business with the Central Region Acquisition Division (CRAD) must be registered with the Central Contractor Registry (CCR). For information and to register, please access the following website: http://www.ccr.gov/. In order to register with the CCR offerors must have a Dun & Bradstreet number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at http://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505.
