Description
The National Institutes of Health (NIH), National Institute of Digestive and Diabetes and Kidney Disorders (NIDDK) intends to negotiate on a sole source basis, with Esprit Health, 641 West Willow Street, Suite 208, Chicago, IL 60614 to procure technical services utilizing the Protocol/Mapping/eSphere protocol informatics software that is currently in use at the Clinical Center and available on Clinical Center servers on the CCCasper Clinical desktop. This service will accommodate the changes needed to support the new protocol, installation, training and support for the additions to the CRC system, known as the Esprit Health eSphere Clinical Trials Data Management System. The contractor will provide subject matter expertise in the customization and deployment of eSphere for the protocol. The contractor will design the supplied data capture forms and model the protocol in the eSphere software based on the study design provided. This work will include validation and transcription of precise data to be programmed into the designed database. Due to the proprietary nature of the eSphere software programs, Esprit Health has the expertise and knowledge to fulfill the requirement. This action is under the authority of 41 U.S.C. 253 (1) as set forth in FAR 6.302-1. Only one responsible source and no other service of this nature will satisfy agency requirements. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received before the closing date of this announcement. A determination by the Government no to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. It is anticipated that Request for Quote (RFQ), NIHDK2008042, will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due five (5) days after the release of the RFQ. Request for the RFQ must be in writing to the National Institute of Diabetes and Digestive and Kidney Diseases, 6707 Democracy Blvd., Room 774A, Bethesda, MD, 20817 Attention: Lisa Josephowitz, josephol@mail.nih.gov FAX quotations must contain offerors names, address, telephone and fax number.
