- The U.S. Department of Education (Department) is canceling this procurement (ED-08-R-0047) in its entirety. Since the release of the procurement the Department’s knowledge base and requirements have changed significantly affecting what is required in an adult learner portal. Therefore, the Department is eliminating its reliance on the feasibility study referenced in the current statement of work and exploring what additional requirements would be necessary in a new statement of work in the event the Department issues a new solicitation. In addition, the Department is exploring whether it needs the requirement to manage and maintain the webportal at all, or can find one or more partners willing and capable of completely taking over the adult learner webportal by participating in a partnership with the Department with the partner bearing the costs of the effort. At the present time the Department intends to issue an extension to Contract No. ED05CO0062, not to exceed ninety (90) days from September 30, 2008 to: · Collect and report to the Department any information on usage and usability of the webportal that would be valuable for future decision-making. · Undertake any activities necessary to conclude re-purposing and continued usage of instructional materials. · Make any adjustments/corrections resulting from testing and initial implementation. · Maintain the operation of the website throughout the period of performance. · Submit a final version of the Feasibility Study. · Undertake any other activities in direct support of implementing USALearns website. · Undertake activities necessary to transition the webportal to any potential partner. · Provide the Department time to reach a decision on how to best utilize the webportal. The Department's goal remains to support facilitating adult literacy teaching and learning. End of cancellation notice.
