Description
The U.S. Geological Survey (USGS), Earthquake Hazards Program, requires a near-real-time, low-cost, low-maintenance; Internet-capable strong-motion system that records earthquake ground motion from triaxial accelerometers ("the appliance") and associated server software. The recording instruments will have a dynamic range of ~ 90dB (or better) and is suited for extensive urban deployments where the cultural noise level is relatively high. The USGS envisions installing urban arrays of 500 to 1000 or more appliances with spacing of ~ 100 to 1000 meters to operate with low maintenance and operational cost for ~ 10 years, utilizing the extensive Internet infrastruture in urban areas to minimize telemetry expenses. The appliance will have built-in wireless Ethernet hardware to allow access to wireless routers operating in residences and offices; automatically forward event waveforms, parametric data, and health messages to a server via the Internet; store event waveform and parametric data indefinitely if connection is lost until reestablished; initiate all connections to the operator's server to transmit information; and be easily serviceable by hosts of the appliance. Also, the appliance should be able to collect and store data without any telemetry connection whatsoever. The successful contractor must have a working unit in production that either has been tested by the USGS or can be submitted for testing at the time of proposal submission. Detailed mandatory and desired specifications and evaluation criteria will be given in the RFP. The USGS expects to award a single fixed-price indefinite-delivery contract for one year commencing date of award with four option periods consisting of 12 months each; total ordering period NTE 5 years. RFP will be issued on or about July 21, 2008. This will be a commercial acquisition in accordance with the procedures of Federal Acquisition Regulation (FAR) Part 12. The applicable NAICS code is 334519 - Other Measuring and Controlling Device Manufacturing, for which the associated size standard is 500 employees. This notice and any resulting soliciation or contract conforms to the requirements in place through FAC 2005-26, effective June 12, 2008.
