- SINGLE SOURCE # 08-2-6 Transportation Security Administration (TSA) has procured a term software licensing agreement and software maintenance with Freight Desk Technologies, Inc (Freight Desk), a U.S. small business. The requested term software license is Freight Desk’s proprietary FDFolio Suite software, from which TSA has developed the Freight Assessment System (FAS). The Freight Desk FDFolio Suite is only offered by Freight Desk Technologies, and its software suite is proprietary to Freight Desk Technologies. TSA based the single source on the significant amount of time, cost, and effort for TSA to acquire another vendor to develop their own version of an application that supports (air) supply chain operations, interoperable, risk-based and compatible with existing the air supply chain industry, and DHS/TSA programs. TSA's market research results show no company has both components of risk based and air supply chain software without significant modification and cost.
