- N69450-08-R-1775 This solicitation is unrestricted and open to participation by all interested firms with specialized experience and qualifications required by this project. This solicitation is formatted as a Request for Proposal (RFP) for a negotiated procurement. The source selection process to be used is Best Value Trade-Off Approach. In accordance with FAR 52.219-4, a price evaluation preference will be given to offerors certified by the Small Business Administration as a HubZone Small Business Concern. Award will be made to the offeror whose total price and technical proposal offers the best value to the government. The solicitation will result in the award of a firm fixed price contract. The Size Standard is $31.0 million. This procurement is for one solicitation resulting in the design and construction award of a Child Development Center at Charleston Air Force Base, South Carolina managed by the Naval Facilities Engineering Command, Southeast. The project will include the construction of a new 3,200 SM one-story center with brick/split-faced block exterior finish; standing seam sloped metal roof, and fenced outdoor activity area. The project includes structural seismic measures, fire detection/alarm systems, communications support for voice and data systems, fire suppression sprinkler systems, pavements with curbs and gutters, sidewalks, and exterior lighting. Project also includes playground and food service equipment, comprehensive interior design, demolition of 1,022 SM of pavements, site restoration, antiterrorism and force protection physical security measures in accordance with DOD minimum construction standards, and all necessary and required utilities and work associated with this project. The estimated cost for the project is between $8,800,000 and $10,000,000. Total construction completion days is 540 days from time of award. The liquidated damages for this project is $4,950.00 per calendar day of delay. The NAICS Code for this procurement is 236220 - Commercial and Institutional Building Construction with a size standard of $31,000,000.00. This will be an electronic solicitation, which can be downloaded from the NECO website at https://www.neco.navy.mil. Please be sure to register on the Planholders List for the solicitation to receive notification of future amendments. The solicitation will be available on or about 24 July 2008. Proposals will be due on or about 25 August, 2008. The solicitation package will give exact dates. There will NOT be a Pre-Proposal Conference/Site Visit.
