Description
Procurement will combine the Houston Phase 2 project and the BRAC East Houston into one project. Phase 2: Construct Phase 2 of a multi-phased Armed Forces Reserve Center. The total project entails the construction of a Battle Projection Center (BPC), Vehicle Maintenance Facility (VMF), Entry Control Point (ECP), unheated storage building, and organizational parking. Phase 2 consists primarily of the BPC and VMF requirement. Buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, structural steel frames, masonry veneer walls, standing seam metal roof, HVAC systems, plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve project. Physical security measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. Air Conditioning (Estimated 723 Tons). The following options will be included: Option #1-Landscaping; Option #2-USAR Unheated Storage; Option #3-USNR Vehicle Holding Shed; Option #4-Pave MEP with Asphalt; and Option #5-OVHD Door for Truck Inspection. East Houston: Construct an Armed Forces Reserve Center (AFRC). Primary facilities include a Multi-use Classroom, Organizational Maintenance Shop (OMS), unheated storage building. Buildings will be of permanent construction with HVAC systems, plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve project. Accessibility for the disabled will be provided. Force protection measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. Air Conditioning (Estimated 524 Tons). The following option will be included: Option #1-Pave MEP with Asphalt. This project is design/build. This solicitation will be awarded using the Best Value Tradeoff Process. The estimated award date is September 2008. Proposals will be evaluated based on the following technical factors: Experience, Past Performance, Technical Proposal Information, Management Plan and Subcontracting Narrative. All evaluation factors, other than cost or price, when combined, are equal to cost or price. The estimated price range is between $25,000,000 and $100,000,000. NAICS is 236220. Contract duration is 730 calendar days. Approximate issue date is July 25, 2008 and approximate closing date is September 4, 2008. Pre-proposal meeting is planned for August 13, 2008. Exact time and location will be noted in the solicitation. This announcement serves as the advance notice for this project. Solicitation and amendments will be available from the FedBizOpps website by download only. Note: This is a Full and Open Procurement; however, in accordance with Federal Acquisition Regulation 19.1307(b), this project requires the HUBZone 10% price evaluation preference.
