- The Fleet Industrial Supply Center Norfolk, Contracting Department, Philadelphiaintends to solicit on a sole source basis, Achieve Global, Inc. of Tampa, FL forsales training materials and consultation services in support of recruitingtraining for Commander, Navy Recruiting Command, Millington, TN. These servicesinclude providing recruiters with consultative problem-solving, face-to facesales situations, and taking the recruiter through the steps of the sales cycle.In the past six years, the Navy Counselor Career Recruiting Force (NCCRF) hasfully ingrained the Achieve Global system throughout all aspects of theorganization. The Navy intends to solicit for a Firm Fixed Price contract. This procurementis a sole source acquisition with Achieve Global, Inc., under the authority ofFAR 6.302-1. Achieve Global, Inc. is the only known provider of these services.THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The period of performancewill consist of a 12-month base period and four (4) twelve-month options. Theapplicable NAICS code for this requirement is 611430. The proposed contractaction is for supplies and services for which the Government intends to solicitand negotiate with only one source under the authority of FAR 6.302. Interestedpersons may identify their interest and capability to respond to the requirementor submit proposals. This notice of intent is not a request for competitiveproposals. However, all proposals received within fifteen days after date ofpublication of this synopsis will be considered by the Government. Adetermination by the Government not to compete with this proposed contract basedupon responses to this notice is solely within the discretion of the Government.Information received will normally be considered solely for the purpose of determining whether to conduct a competitiveprocurement.
