- Solicitation Number: GS-03P-08-DX-C-0048 Notice Type: PreSolicitation Synopsis: Added: July 10, 2008 This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number GS-03P-08-DX-C-0048 will be issued as a Request for Proposal (RFP) and may only be accessed electronically. Proposals are due on August 25, 2008 by 1:00 P.M., Local Philadelphia Time at the General Services Administration, Region 3 Office (3PC), 20 N. 8th Street, Philadelphia, PA 19107. Offerors are instructed to contact Miss Lindsay Gottschall at (215) 446-5788 for information regarding this solicitation. A pre-proposal conference shall be held Tuesday, August 5, 2008, beginning at 10:00 A.M. local Charlottsville, Virginia Time, at the Federal Executive Institute, 1301 Emmet Street, Charlottesville, Virginia 22903. Offerors shall contact Miss Lindsay Gottschall at (215) 446-5788 with the names of individuals interested in attending. This procurement is being issued on an unrestricted basis. NAICS Code 236220 applies. The small business size standard is $31,000,000.00. Construction of a new building to be used for faculty administrative offices and fitness center. Estimated construction cost range is between $1,000,000 and $5,000,000. Solicitation will be issued on July 25, 2008. Proposal closing date will be August 25, 2008. The Government shall utilize the procedures as outlined in FAR 15.101-2 to determine the lowest priced technically acceptable proposal. The lowest priced technically acceptable source selection process is appropriate when best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. In accordance with FAR 15.101-2 (b) (1), the evaluation factors and significant sub-factors that establish the requirements of acceptability are set forth in the solicitation. Offerors shall include a completed copy of the GSA Form 3503, Offeror Representations and Certifications, with its offer. Offerors are instructed to review Solicitation Number GS-03P-08-DX-C-0048 for all additional contract requirement(s) and terms and conditions determined to be necessary by the Contracting Officer.
