- The Pennsylvania Air National Guard located at Fort Indiantown Gap, Annville, PA and the USPFO for Pennsylvania intends to issue an Invitation for Bid (IFB) to award a single, firm fixed-price contract for construction to provide all plant, labor, transportation, materials, tools, equipment appliances and supervision necessary to Construct the project entitled Air Operations Squadron Training Facility at the State College Air National Guard Base, State College, Pennsylvania. The project consists of the construction of an approximately 20,000 SF, two story structure consisting of administrative / office space and space associated with the operation of their mission equipment. Proposed construction of this facility will consist of reinforced concrete footings, foundation and floor slab, standing seam metal roof, cast in place concrete and masonry walls, associated pavements, utilities and site work. The estimated cost range of this project is between $1,000,000 and $5,000,000. The estimated solicitation issue date is 25 Jul 2008. Estimated proposal due date is 26 Aug 2008. There will be a site visit tentatively scheduled for 05 Aug 2008. Interested contractors are strongly encouraged to attend and should contact USPFO for Pennsylvania Contracting Office at: Denise.Keim@us.army.mil via email not later than 01 Aug 2008 to ensure installation entry at the main gate. Information required for clearance will be provided in the solicitation. A firm fixed price contract will be awarded. The contract will be awarded under Sealed Bid procedures specified in the solicitation. This project is being procured on a restricted basis in accordance with the Competitiveness Demonstration Program. It is 100% Set-Aside for Small Business. The North American Industry Classification System (NAICS) Code is 236220 and the Size Standard for Small Businesses is $31.0 million annual receipts for the past three years. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. The solicitation and associated information minus the plans and specifications will be available from the EBS website http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. All contractors and subcontractors interested in this project must register at this site. The plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps.gov or fbo.gov) system. For security reasons all potential offerors, plan rooms and printing companies are required to register in the Central Contractors Registration (CCR) in order to view or download the plans or drawings from the web site. This solicitation is a competitive bid and there will be a formal public bid opening.
