Description
Solicitation Issue Date: On and about August 8, 2008 Contracting POC:Kim Scott, 410-962-3557 Technical POC:Israel Miller 410-619-3100 Synopsis: The proposed procurement is Historically Underutilized Business Zone (Hub Zone) Small Business set-aside or Service-Disable Veteran-Owned Business (SDVOB) set-aside. NAICS Code: 237990, Size Standard is $31,000,000.00. This is being advertised as an Invitation for Bid (IFB). Estimated range of construction is $250,000.00 to $500,000.00 with a completion period not to exceed 180 calendar days from notice to proceed. The description of work is replacing approximately 2,200 linear feet of 18-inch of existing terra cotta pipe with 21 inch new polyvinyl chloride (PVC) or ductile iron pipe of similar diameter. Of the 2,200 linear feet, approximately 400 feet of 21 inch PVC pipe will be constructed within steep, vegetated slopes. The new pipe will be aligned along the rail bed on the eastern side of existing railroad tracks. Two 36 inch borings will be required to connect to lateral service lines on the western side of the tracks. Portions of the existing pipe will be left in services while the new pipe is constructed, to avoid by-pass pumping. Upon completion of the installation of the new pipe system, existing pipes and manholes will be sealed and abandoned in place. Approximately 550 feet of 6 inch PVC lateral will be constructed along the western side of the project. Proposed action also includes the construction of fourteen new manholes. Additional information in accordance with the statement of work is included in the request for bid package. All responsible sources may submit a bid which shall be considered by the agency. It is imperative that all small disadvantaged businesses contact their cognizant Small Business Administration Office to obtain Small Disadvantaged Business Certification. Without SBA SDB certification, neither a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors.
