Description
This is a synopsis being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document incorporates provisions and clauses that are in effect through the June 2008 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-26. This acquisition is NOT a small business set-aside and the NAICS code is 611710. It is the intent of the National Library of Medicine (NLM) working as the coordinating office of the Partners in Information Access to the Public Health Workforce (Partners) to procure professional support services on a sole source basis from The Association of Schools of Public Health (ASPH), the national nonprofit organization representing the 40 Council on Education for Public Health (CEPH)-accredited schools of public health. NLM plans to provide support to ASPH to plan and manage a national tour of the NLM traveling exhibit Against the Odds: Making a Difference in Global Health to these schools of public health. As the coordinating unit for the Partners, the NLM is responsible for overseeing implementation of the Partners’ Strategic Plan, designed to fulfill its mission. This plan calls for the Partner organizations to: organize and deliver public health resources so they are easier to find and use; identify and develop collaborative projects to meet the information needs of the public health workforce; increase the visibility of the partnership with librarians and the public health workforce and strengthen the collaboration among the Partners. ASPH is one of the thirteen members of the Partners collaboration of U.S. government agencies, public health organizations, and health sciences libraries. The vendor will: 1. Plan and manage the national tour of the NLM traveling exhibit Against the Odds in such a way that it is on show at one of the 40 certified schools of public health during the majority of the contract year; 2. Submit to NLM, on a quarterly basis, the name and place of each exhibit show on the national tour; 3. Provide, on a quarterly basis, the number of visitors and attendees at each show and educational program held in conjunction with the show and a description of each show and educational program held; and 4. Provide NLM with draft designs for approval by NLM of any public exhibit Web site developed by ASPH. ASPH has long-standing established professional working relationships with the 40 CEPH-accredited schools of public health. Established in 1953, ASPH serves as a national resource for the schools. The schools have a combined 4,000 faculty, 19,000 students and 7,000 graduates per year. Also, ASPH has performed similar work planning and managing a national traveling exhibit to schools of public health sponsored by Pfizer entitled Milestones of Public Health. NLM has identified ASPH as having the requisite professional relationships, experience, knowledge and skills to perform this work. ASPH is uniquely qualified to provide the required services in the shortest possible timeframe and at least cost. This requirement is for a Base Year with one (1) successive one-year option period. This notice of intent is not a request for competitive quotations however, all responses received, within 15 days from the date of publication of this synopsis will be considered by NLM. The quoter shall include all information which documents and/or supports the qualification criteria in one clearly marked section of its quotation. The contractor shall comply with all applicable Federal, State, and local laws, executive orders, rules and regulations applicable to its performance under this order.
