Description
This is a pre-solicitation notice to obtain closing services for acquisition of conservation easements on behalf of the United States of America, acting by and through the Natural Resources Conservation Service (NRCS) of Kentucky. The conservation easements will be for wetlands and other conservation practices in accordance with the Wetlands Reserve Program and other Farm Bill programs. The contractor shall furnish all closing services, including obtaining title insurance from a title company approved by the U.S. Attorney General. The contractor will perform the same closing services as in a commercial transaction, including abstracting, disbursement of funds, obtaining deeds and any necessary curative instruments to assure merchantable title to the conservation easement. The Commonwealth of Kentucky has been divided into six (6) work zones for bidding and order purposes. Respondents shall submit an offer per work zone and not the state as a whole. The contractor is responsible for having a current knowledge of the requirements of Kentucky state law in connection with real estate transactions and title clearance. The NRCS seeks to establish an indefinite delivery/indefinite quantity fixed-price contract(s) for a base period and four option periods. The guaranteed minimum for the base period is 1 delivery order. There is no guaranteed minimum for the option periods. It is anticipated that more than one contract will be awarded from the solicitation. It is estimated that between 5 and 20 closings per year may be needed. The estimated price range over the potential five (5) year life of the contract is $25,000 to $100,000. This is a 100 percent Small Business Set Aside. Specific evaluation criteria will be outlined in the solicitation package. All responses that meet the criteria will be considered for award. Award will be made to the responsible offeror(s) submitting the proposal that provides the best value to the NRCS. Since award will be based on initial responses, offerors are encouraged to offer the most advantageous pricing in their response. The solicitation package and all attachments will be posted to this website on or about 15 days from issuance of this notice. Responses will be due approximately 30 after issuance of the solicitation. All contractors MUST be registered in the Central Contractor Registration (CCR), www.ccr.gov to be considered for an award of a federal contract.
