Description
Construction of a New Army Aviation Support Facility (AASF); Project Number 440039. THE ESTIMATED ISSUE DATE OF THE SOLICITATION PACKAGE, DRAWINGS AND SPECIFICATIONS IS 9 July 2008. Requirement is to construct a New Army Aviation Support Facility (AASF); Project Number 440039; on Airport Street, at the Quonset State Airport, North Kingstown, Rhode Island. This facility will be two stories totaling approximately 105,000 SF (Base Offer). Work shall be accomplished under a single prime contract and shall be conducted in two phases. The Contractor will be required to furnish all plant, labor, transportation, materials, equipment, appliances, and incidentals necessary to perform work as outlined in the project drawings and specifications to produce a complete and useable facility. The scope of this project includes, but IS NOT limited to: construction of administrative office areas; flight operations areas; simulation training; an aircraft maintenance hangar; an unheated aircraft storage hangar; shop spaces; supply/storage areas; associated mechanical/electrical building and general s upport spaces; demolition; PCB and asbestos remediation; site preparation; landscaping; fencing; sidewalks, curbs and extension of roadway; rigid and flexible paving for parking; exterior lighting; utilities; a detached facilities sign; lifting devices; and force protection measures. A separate pre-engineered Ground Support Building (GSB) totaling about 3,700 SF will be constructed at the northwest corner of the site and will contain the ground support equipment, Controlled Waste Handling Facility (CWHF); bulk POL storage, and flammable storage. Portions of the work shown on the drawings as Optional Line Items (OLIs) add about 24,700 SF to the overall project scope. Refer to specifications Section 01020, Optional Line Items for further information. Natural gas for this project will be provided to the site by the local gas company for tie-in by Contractor. Any failure of the contractor to acquaint itself with all available information, including a physical inspection of the proposed construction site, will not relieve it from successfully performing all the required work in the plans and specifications to complete a finished and acceptable job. The construction performance period will be 730 calendar days. The construction must be accomplished without interruption of the day-to-day operations of the existing AASF in accordance with the Construction Phasing Plan shown on Drawing C-103. Normal work hours are Monday through Friday, 7:00 AM to 3:30 PM. A single firm fixed-price contract is contemplated. Award will be UNRESTRICTED and is being made pursuant to the Small Business Competitiveness Demonstration Program (Ref: FAR 19.10). The North American Industry Classification System (NAICS) Code is 236 & 237, and the Size Standard for Small Business is $31.0 million average annual gross revenue of the concern for each of the last three (3) fiscal years. A Small Business Subcontracting Plan will be required and must be submitted with the offer, if the Offeror is a large business. The solicitation package will be issued via the web only. All amendments, pre-proposal/site visit minutes and questions [Requests for Information (RFI)] will be posted on this web site. All interested parties are encouraged to visit this website often for all updates associated with this solicitation (i.e. meeting dates/times, meeting minutes, amendments, RFIs). All RFIs must be emailed to the POC(s) and must be submitted NLT 5 days prior to the Proposal Closing Date for posting to the web site. The Government reserves the right to accept RFI(s) after the Proposal Closing Date. There is no charge for the plans and specifications or other solicitation documents. All contractors and subcontractors interested in this project must register at the website. All potential offerors, plan rooms, and printing companies are required to register in the Central Contractors Registration (CCR) at http://www.ccr.gov. The contract will be awarded under Source Selection procedures specified in the solicitation. Evaluation factors include Price and Past Performance. Place of performance is Quonset State Airport, 104 Airport Street, North Kingstown, RI.
