Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Ocean Service (NOS), Channel Islands National Marine Sanctuary (CINMS) located in Santa Barbara, CA. on a sole source basis with Terrence Shinn. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide Officer-in -Charge (OIC) responsibilities to operate Research Vessel SHEARWATER for the Channel Islands National Marine Sanctuary located in Santa Barbara, CA. Proposed contractor will provide safe operation of the vessel, timely execution of all prescribed missions and the safety and well being of all embarked personnel. The following tasks will be performed: Ensuring safe navigation and mechanical operation of the vessel in accordance with all NOAA and NOS policy guidelines, vessel operations manuals and standing orders; Ensure that an all-hands safety briefing is conducted at the start of every voyage and enforce compliance at all times; Ensure the efficient contribution of all resources, including crew and embarked personnel to accomplish vessel's mission; Possess sufficient liability insurance and agree to indemnify the Department of Commerce and/or NOAA for any negligent acts committed by the OIC; ETC. Terrence Shinn was identified by program office as the only source that can complete the work on this project. Terrence Shinn has extensive knowledge of the CINMS's vessels as the OIC for the past two years, in addition to unique knowledge of the capabilities and maintenance requirements for the vessels. Terrence Shinn's experience is unmatched in setting plans and executing the wide range of research and education activities undertaken using CINMS vessels. Terrence Shinn has 10+ years experience in vessel operations and maintenance and therefore successfully satisfies the licensing, certifications and equipment to enable seamless compliance with all NOAA and NOS policy guidelines, vessel operations manuals and standing orders. The government intends to negotiate a firm-fixed price contract with a period of performance that will start from date of award to August 1, 2009. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. ***The Western Regional Acquisition Division requires that all contractors doing business with the Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date NO award can be made unless the vendor id registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number.
