Description
The Naval Air Warfare Center Aircraft Division, Lakehurst intends to procure a modified commercial-off-the-shelf, light-weight, battery-operated Common Video Borescope Set (CVBS) to replace and standardize NAVAIR’s inventory of borescopes. Current assets will be replaced with a video system capable of both defect measurement and image storage/transfer for follow-on analysis. CVBS will be used at both I and O-level aviation maintenance levels to visually inspect interior engine components and airframes for defects such as cracks, nicks, dents, FOD (foreign object damage) or corrosion. The CVBS requirement consists of five types of borescopes to support the fleet: Type I (6mm dia., 2m long with defect measurement), Type II (4mm dia., 2m long with defect measurement), Type III (6mm dia., 2m long without defect measurement), Type IV (4mm dia., 2m long without defect measurement), and Type V (6mm dia., 3m long, working channel with defect measurement). Contract award will be contingent on two phases of evaluation: Phase 1, an operational demonstration, will be followed by Phase 2, an evaluation of written proposals upon successful passage of Phase 1. The required basic quantity is thirty (30) Pilot-production CVBS units. The initial Pilot-production units shall be presented for testing and inspection no later than 300 days after contract award. Upon approval of the Pilot-production units, a total of up to 1,100 Production units may be issued over a 5 year period. The Production units are to be delivered within 60 calendar days ARO (after receipt of order). The CVBS program shall meet the requirements of Navy shipboard environments as well as all logistics documentation to support the Navy’s maintenance and training philosophy. The Government is soliciting on an unrestricted procurement via a Firm Fixed Price type contract that will be open to all prospective offerors. The contract shall have a five year ordering period for the issuance of orders for Production units. Proposals received will be evaluated under the factors of Technical, Past Performance and Price. All CVBS units will be packaged in accordance with best commercial practices. Delivery shall be FOB Origin. The solicitation will be posted on the NAVAIR homepage located at http://www.navair.navy.mil Select “Business” then “Doing Business With Us” and “Open Solicitations.” Hard copies of the solicitation and amendments will NOT be mailed to the contractors. The Government will not accept electronic proposals.
