NOTICE OF PROPOSED CONTRACT ACTIONS 9 July 2008 Reference number F4BWD07277A001 1. This is a Small Buiness Set-Aside. All small businesses are invited to submit quotes. This notice will serve as notification of a solicitation for the following requirements: CLIN 0001 ITEM DESCRIPTION: Quantity: 1 Each; Multi Axis rotating Barany Chair Barany Chair Requirements: Procure one multi-axis rotating chair (Barany Chair) for joint use by DFB and DFBL in facilitating cadet education and research. This rotating chair system should be a fully automated and computer controlled (using Windows ™ based software) system capable of producing controlled motion in the YAW and PITCH axis (360 degrees continuously). The chair must be programmable to rotate in both axes simultaneously as well as in each individual axis. Protocols to induce the various spin profiles must be produced, saved, modified, and replicated and allow for input of motion control parameters such as direction of rotation, acceleration, RPM, and duration. Additionally, the system should provide the capability that all protocols can be plotted and printed to provide a visual representation of each parameter and step in the program. Executed protocols should automatically be saved as well as perform date and time stamp functions. The system should also include slip rings in each axis that allow for the optional use of real time physiological data capture equipment and the software should electronically captures actual rotation rates. Procurement price to include professional installation and testing at delivery site, training session, all PC, cable connections & software to run the Barany Chair system, 1 year warranty which includes all technician/field engineer travel and expenses, diagnostics, parts, labor to remove and install parts, with an option for an extended warranty. Inspection and Acceptance is Destination. Delivery is FOB Destination so Price should include all transportation charges. Price must not include tax as government purchases are considered tax exempt. Additionally, the following modifications are required for use by DFB: 1)Kill switch in reach of subject to terminate program if desired 2)Provide joystick for subject use in physiological testing (contact DFB for exact location) 3)Lock-out capability for use by faculty to limit cadet access to certain spin profiles 4)Mutually arranged delivery date 5)Use plexiglass for the sides of the chair instead of painted sides 6)Have device independently tested for safety and performance; provide results to purchaser prior to delivery. 7)Change the base structure to eliminate/minimize noise during yaw rotation The following motion capabilities are required: DEGREE OF MOTION YAW: 360˚ continuous PITCH: 360˚ continuous SPEED ACCELERATION YAW: 0 – 180 deg/sec YAW: 0 – 180 deg/sec PITCH: 0 – 180 deg/sec PITCH: 0 – 180 deg/sec 2. All responsible small business sources may submit a quotation, which shall be considered by the agency. It should be noted that faxed quotations will be accepted. The faxed quotation can be sent to (719) 333-9103. Email quotations will also be accepted and can be emailed to michael,fredericks@usafa.af.mil. 3. Faxed or emailed quotations are to be received at the Contracting Office, 8110 Industrial Drive, Suite 200, USAF Academy CO 80840-2315, no later than 2 PM (MT) on 15 July 08. There will be no formal solicitation issued prior to award. 4. This procurement is for the acquisition of a commercial item using simplified procedures in accordance with FAR Parts 12 & 13. 5. FAR provision 52.212-3, Offeror Representations and Certifications--Commercial Items, and the 252.212-7000 Offeror Representations and Certifications apply. The clause 52.212-4, Contract Terms and Conditions--Commercial Items, with the following addenda applies to this acquisition. Addendum to 52.212-4, 52.247-34 FOB Destination (Nov 1991). FAR clause 52.212-5 (DEV) (Nov 2006), Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items (Deviation) applies to this acquisition. Additional FAR clauses applicable to this acquisition are: 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-33, 52.222-36, 52.222-50 and 52.252-2. DFARS 252.212-7001 (DEV), Contract terms and conditions required to implement status of Executive Orders applicable to Defense Acquisitions of Commercial Items (Deviation) (Jan 2007), applies to this acquisition with the inclusion of the following: 252.225-7001, Buy American Act and Balance of Payment program and 252.232-7003, Electronic submissions of Invoices (May 2006).
