Description
END VIOLENCE AGAINST WOMEN ON COLLEGE/UNIVERSITY CAMPUSES PROGRAM INTRODUCTION The following requirement shall be solicited utilizing FAR Subpart 13 Simplified Acquisition Procedures and is therefore mandated by law to be set aside for small business concerns. The Simplified Acquisition award threshold shall not exceed $100,000. This SOURCES SOUGHT NOTICE seeks to determine the availability of small business concerns (e.g. 8(a) concerns, service-disabled, veteran-owned small business concerns, HubZone small business concerns, small disadvantaged businesses, women-owned small businesses and veteran-owned small businesses) that have the capability to: Develop and implement an education and awareness program focused on violence against women, to promote safety and nonviolence on college and university campuses and at residential schools. The contractor shall work with a college, university or residential school within its geographical location to educate and promote awareness to the issue of violence against women by developing 3-4 activities/events for the students, awareness training for campus police and establish an on-campus task force to prioritize specific violence awareness objectives. This information is sought for market research purposes and will assist the Government plan its acquisition strategy. THIS IS STRICTLY MARKET RESEARCH. THE OFFICE ON WOMEN’S HEALTH WILL NOT ENTERTAIN QUESTIONS REGARDING THIS MARKET RESEARCH. BACKGROUND According to the National Institute of Justice report, an estimated 350 rapes are likely to occur within a student population of 10,000. The Department of Justice, Bureau of Justice Statistics reported that women between the ages of 20-24 were victimized at a higher rate than older women, regardless of martial status. The report also estimated that three percent or one in 36 college women are victims of rape or attempted rate in an academic year. In addition, another report released from the U.S. Department of Justice, Bureau of Justice Statistics shows that half of all stalking victims fall between the ages of 18-29, and that women between the ages of 16-24 experience the highest rate of domestic violence. Students, faculty and staff need to be educated and trained to decrease the incidences of violence against women on college and university campuses as well as in their communities. The incidence of crimes like sexual assault, rape, intimate partner violence, bullying, stalking, domestic violence, intimidation and harassment are higher on college campuses. RESPONSE INFORMATION Responses must clearly convey a contractors experience and/or capability to perform the following tasks: 1. Plan and implement multiple campus events focused on raising awareness to the issues surrounding violence against women. 2. Build (form, lead or develop) partnerships with organizations that focus primarily on violence against women, e.g. domestic violence shelters, sexual assault centers. 3. Plan and implement training for campus residential staff and or campus police focused on violence against women. 4. Form a partnership and/or gain the support and approval from a residential school to implement a program. 5. Build an on campus task force to help support the initiative and identify the priority areas to focus on for the campus. 6. Recruit and organize campus students to assist in the planning, preparation and implementation of an awareness program on campus. 7. Develop and implement an assessment tool that will measure the effectiveness of the awareness program. Each response should include the following Business Information: a. DUNS. b. Company Name. c. Company Address. d. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the Central Contractor Registration (CCR). All companies or individual seeking to contract with the Government must register on the CCR located at http://www.ccr.gov/index.asp e. Company Point of Contact, Phone and Email address Teaming Arrangements: All teaming arrangements should also include the above-cited information and certifications for each entity on the proposed team. Teaming arrangements are encouraged. Responses must be submitted not later than July 23,2008. Capability statements will not be returned and will not be accepted after the due date. The maximum number of pages for submission is 15 pages. GENERAL INFORMATION This Sources Sought Notice is for information and planning purposes only and should not be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this notice. Respondents will not be notified of the results of this evaluation. Capability statements will not be returned and will not be accepted after the due date.
