- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Ocean Service (NOS), Channel Islands National Marine Sanctuary (CINMS) Oxnard, CA on a sole source basis with Tina Reed. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed contractor will maintain inventory and development of outreach materials relevant to the overall goals of public education and outreach at the CINMS regional office. The vendor shall also wok with a variety of individuals, both within and outside the sanctuary program and other agencies to facilitate education and outreach programs for the sanctuary. The following tasks will be performed: Serve as initial contact point for various federal, state and local government agencies; coordinate from Shore to Sea lecture series with CINMS partners and staff; develop and maintain volunteer database in Microsoft Access; develop web site content for educational purposes; ETC. Tina Reed was identified by program office as the only source that can complete the work on this project in the time frame necessary. Tina Reed has unmatched knowledge of CINMS's regional and outreach programs through 5 dedicated years of service with CINMS. Tina Reed has in depth knowledge of the resources and complex issues associated with CINMS's congressionally mandated management plan and marine reserves implementation process, and the public education on these issues. Tina Reed has vast experience in organizing and representing CINMS at outreach events, public meetings and outreach/volunteer programs. The government intends to negotiate a firm-fixed price contract with a period of performance that will start from date of award to December 31, 2009. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. ***The Western Regional Acquisition Division requires that all contractors doing business with the Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date NO award can be made unless the vendor id registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
