Description
This is a notice of intent to award a sole source firm fixed price contract to High Desert Special Operations Center (HDSOC), 410 E Street, Hawthorne, NV 89415-1237 under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements, to provide pre-mission training at Hawthorne Army Depot, Hawthorne, NV during the period 25 through 31 July 2008 and 12 August through 22 August 2008. The information received to support this sole source reveals that the environment in the Hawthorne, NV area closely resembles that of Afghanistan, consequently providing the most realistic training environment for these Marines. Further, HQ Army Sustainment Command issued a no-cost agreement to HDSOC for sole source use of the ranges on Hawthorne Army Depot. This agreement limits the use of the ranges to providing training to HDSOC only. This notice is not a request for offers. The anticipated date of award is 18 July 2008. The contractor has sole authority from the United States Army Sustainment Command to use the ranges required for this training at the Hawthorne Army Depot. The information received to support this sole source reveals the environment in the Hawthorne, NV area closely resembles that of Afghanistan, consequently providing the most realistic training environment for the Marines. Because of the inability of any other contractor to obtain authority to training on these ranges, and because it is necessary for the Marines to train during these periods and in this environment, the contractor identified is the only known source for the subject requirement. Responses to this notice will be used to determine if bona fide competition exists to provide pre-mission training at Hawthorne Army Depot. The services shall include extensive protective security detail training to include high speed auto cross/battle damage assessment and repair and mobilization training. Services shall also include mobility training consistiing of off-road driving, environmental driving, ambush/IED lane training, mounted live fire, situational training exercises, and the use of role players. Vendor responses shall be in writing and include documents that clearly demonstrate the ability to train on the Hawthorne Army Depot and have full use of the installation ranges and other facilities to support this training. All responses from responsible sources will be fully considered. However, determination to compete or not to compete this requirement is solely at the discretion of the Government. No extensions will be granted. The Government will not pay for any information submitted. Only electronic submissions will be accepted. No telephone responses will be accepted.
