- The Department of Veterans Affairs intends to negotiate a sole source commercial item procurement with Northwestern University for the Education, Training and Development of a Palliative Care Training Program. The purpose of this program is to foster world-class hospice and palliative care to veterans and their families, delivered by a highly trained, efficient and competent workforce. In working with the premier palliative care training program in the nation, this contract will develop a curriculum specific to veterans which will be created using the Education in Palliative and End of Life Care (EPEC TM)) program based at Northwestern University. VA Staff will receive this training and commence a structured dissemination of expertise across facilities using a "train the trainer" approach. The End of Life (EPEC) Project out of Northwestern University is an internationally recognized virtual college whose mission is to educate all healthcare professionals on the essential elements of palliative care.There are no comparable training programs on the scale of EPEC. This proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement and submit quotations no later than 12 Noon, July 9, 2008 EST to: Marchelle.Peyton@va.gov or Fax: 757-728-3132. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
