The NIH would like to also determine if the below required services are commercially available. The Office of Biotechnology Activities (OBA) at NIH is the focal point within the U.S. Department of Health and Human Services (DHHS) for addressing the scientific, ethical, legal, and societal issues raised by advances in biotechnology research. OBA activities are in the program areas of recombinant DNA research (including human gene transfer), genetics and society, biosecurity in life science research, and clinical research policy and analysis. The NIH is conducting a market survey to determine the availability and technical capabilities of businesses interested in providing technical and scientific advice and guidance to OBA for the design and implementation of programs that enhance understanding of the NIH requirements pertaining to the oversight of research involving recombinant DNA. The scope of the work is in the following areas: * Coordinate the development and implementation of national and regional programs involving education and outreach strategies relevant to the oversight of recombinant DNA research and other OBA program areas *Develop and implement strategies to stimulate enhanced communication between Institutional Biosafety Committees (IBCs), Institutional Animal Care and Use Committees (IACUCs), and Institutional Review Boards (IRBs) relevant to OBA program areas. Strategies include conducting meetings and developing correspondence and communications systems to disseminate information.*Serve as the key point of contact with the research and patient communities.*Conduct research and gather informational materials to be used in various educational activities.*Review and coordinate informational materials and products associated with external communications initiatives.*Conduct workshops and presentations at national and regional meetings, seminars and conferences to convey information about the NIH Guidelines and other OBA activities.*Serve as a key member of a team that conducts site visits to evaluate institutional compliance with the NIH Guidelines. *Provide biosafety expertise in OBA discussions of biosafety policy matters. The work shall be performed at the OBA office, 6705 Rockledge Drive, Suite 750, Bethesda, MD and at approximately 65 site visits and conferences. Capabilities shall be evaluated based on knowledge of pertinent regulations, proposed methodologies for providing the services, description of staffing plan, and experience performing similar work. The intended procurement will be classified under NAICS Code Experience in providing similar services must be demonstrated. This market survey is being conducted through the FedBizOpps to reach the widest possible audience and to gather current market information. Responding firms should provide two (2) copies of their tailored capability statement to the Office of Procurement Management at the address provided not later than July 18, 2008 COB. Respondents shall address all their applicable small business representations when sending in capability statements. Also, state if the services provided are sold commercially per the Federal Acquisition Regulation Commercial Item definition cited at FAR 2.101.
