- NASA/GSFC has a requirement for (1] RVP8 Minimal System with Rack Mount KVM (2)RCP8 Add-on features installed on RVP8 platform (3) RVP8 Dual Pol Features License (4)Integration and test (3 days on site), and (5) Time Series Archiving License.NASA/GSFC intends to purchase the items from VAISALA, Inc. (SIGMET, Westford Operations). SIGMET, Inc. of Westford, MA, on a sole source basis for the following reason. SIGMET,Inc. is the manufacturer of the existing radar antenna controller. The SIGMET hardwareand software are proprietary and integrated fully into the NPOL radar system. No othersource has the specifications and circuit diagrams needed to build a upgrade for thecurrent Doppler Processor and radar antenna controller since all the needed informationis proprietary to SIGMET, Inc. The statutory authority permitting other than full andopen competition is 10 U.S.C. 2304(c)(1), Only One Responsible Source.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 21, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the Government.Oral communications are not acceptable in response to this notice.An Ombudsman has been appointed.
