- NOTICE OF UPCOMING SOLICITATION DESCRIPTION: Surface Transfer Center mail handling and sorting services. The purpose of this notice is to announce that the United States Postal Service will be issuing a Request for Proposals (RFP) to contract the management and operation of an STC designed to distribute, dispatch, consolidate and transfer First-Class mail, priority mail, and periodicals within a specialized surface transportation network at the facility in Clinton, TN. The contract awarded under this solicitation will be a two year contract with four one-year unilateral options. The STC will provide a terminal link for the continued on-time delivery of mail routed through the postal surface network. The supplier will be responsible for providing a secure facility with adequate workspace and operational loading dock bays sufficient to accommodate daily STC operations. The facility is postal controlled capable of accommodating the loading and unloading of trailers up to 53 feet long and between 48 to 52 inches in height from the ground to trailer bed.
