Description
SUBJECT: IGCC DYNAMIC TRAINING SIMULATOR This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 13, Simplified Acquisitions, as supplemented with additional information included in this notice. QUOTES ARE BEING REQUESTED. Responses shall reference Request for Quotations No. DE-RQ26-000738. The U.S. Department of Energy, National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to purchase the following: GENERIC, HIGH-FIDELITY POWER PLANT TRAINING SIMULATOR FOR THE INTEGRATED GASIFICATION COMBINED CYCLE (IGCC) PROCESS WITH CARBON CAPTURE, FOR USE BY THE NATIONAL ENERGY TECHNOLOGY LABORATORY (NETL) AND ITS COLLABORATORY RESEARCHERS. THE IGCC DYNAMIC TRAINING SIMULATOR WILL BE IN ACCORDANCE WITH THE FOLLOWING DOCUMENTS PROVIDED BELOW: -IGCC DYNAMIC TRAINING SIMULATOR TECHNICAL SPECIFICATION (file name: DOE-NETL IGCC Simulator Specification_r0.pdf) -APPENDIX C NETL IGCC Cost Report Case 2 Description (file name: APPENDIX C Case Two Description and Heat Balance.pdf) -APPENDIX D DOE/NETL Report 2008/1324 Volume 2: IGCC Process Descriptions (file name: APPENSIX D - Vol 2 Process Descriptions June 2008.pdf) Delivery: FOB Destination is required (all freight included). EVALUATION: The provisions at 52.212-2 Evaluation Commercial Items (JAN 1999) does not apply to this acquisition. The Government will issue a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government (best value), price and other factors considered. The following factors, weighted as indicated, shall be used to evaluate offers: I. Technical (65%) Quality of the proposed technical offering, including compliance with the detailed technical specifications including the following categories: Hardware Software Modeling Fidelity Instructor Station Training Features Documentation Training Testing Project Management plan and schedule, including availability of facilities and resources Proposal Format Options Technical compliance will be determined solely on the content and merit of the information submitted in response to this provision as it compares to the technical requirements provided in the simulator specification. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc., in order for the Government-led evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. II. Experience and Past Performance (15%) Experience and performance of Company and proposed project personnel on comparable large-scale dynamic training simulator projects, particularly for process, combined-cycle and IGCC systems III. Cost (including Options) (20%) The North American Industry Classification NIAC) is 333319. ALL INTERESTED PARTIES SHALL SUBMIT OFFERS WTH THE FOLLOWING INFORMATION: *Federal Tax Identification (TIN) *Dun & Bradstreet Number (DUNS) *Remit to address if different from mailing address A Firm Fixed Priced Purchase Order shall be issued using the Simplified Acquisition Procedures FAR Part 13. Responses/offers are due no later than 5:30 p.m. Eastern Time Zone on July 30, 2008. Quotes must be submitted via e-mail to Dr. Stephen E.
