- The NASA Glenn Research Center (GRC) has a requirement for an Integration of NASADeveloped Technology for Life Prediction of Turbine Components into the DarwinProbabilistic Life Prediction Code.NASA/GRC intends to purchase this from Southwest Research Institute (SwRI) of San AntonioTexas because only SwRI has access to the source code for the existing software thatwould enable the addition of the NASA research to the underlying programming. BecauseSwRI holds the copyrights for the critical data, no other software developer can modifythe code in this way.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon Thursday July 17, 2008. Such capabilities/qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis.A determination by the Government not to compete this proposed effort on a fulland open competition basis, based upon responses to this notice, is solely within thediscretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
