Description
Medical Facilities Architectural & Engineering Support (MFAES) Industry Day Announcement THIS NOTICE IS ISSUED SOLELY FOR INFORMATIONAL AND PLANNING PURPOSES AND DOES NOT CONSTITUTE A SOLICITATION. The U.S. Army Engineering and Support Center in Huntsville, Alabama (CEHNC) intends to solicit and award multiple indefinite delivery indefinite quantity (IDIQ) contracts architectural and engineering services for medical facilities, medical research, and medical laboratory projects. These contracts will be for acquiring the design of Medical Facilities to include, but not be limited to, hospitals, medical clinics (to include dental clinics), research facilities, and laboratories. The contractor will be required to use criteria and design tools for the preparation of specifications, and preparation of Design-Build Requests for Proposals (RFPs). The contractor will be required to perform studies such as: surveying existing medical facilities for architectural, structural, utility system, life safety and fire safety code deficiencies, preparing planning and programming documents and economic analyses for additions, alterations, replacement facility projects, preparing Statement of Condition surveys for Joint Commission Accreditation Review, and preparing functional and technical concept of operation manuals. The contractor will be required to perform design efforts to include new facilities, additions, alterations, and upgrades to existing facilities, prepare operation and maintenance documentation and review shop drawings. The contractor will be required to prepare the following: studies and designs in the English and/or metric system of measurement, cost estimates on IBM-compatible personal computers using Corps of Engineers' Computer Aided Cost Estimating System: software provided by Government, PACES Cost Estimating System, or similar software. The contractor will be required to produce design drawings in a format fully compatible with the latest versions of Microstation and AutoCAD at time of contract award and produce specifications in SPECINTACT using Unified Facilities Guide Specifications. The capability to perform Building Information Modeling (BIM) will be required. Knowledge and experience with patient centered design principals, evidenced based design, and Leadership in Energy and Environmental Design (LEED) will be required. The contractor will be required to respond to Government review comments on Corps of Engineers Automated Review Management System or Design Review and Checking System. NAICS code for this requirement is 541330 (Engineering Services). The Government intends to issue a draft Performance Work Statement (PWS) for industry review and comment. PWS will be available no later than July 14, 2008 at the following web site: http://www.hnd.usace.army.mil/engr/MFAES/IndustryDay/default.aspx. The Government will address questions/concerns about the program and the Performance Work Statement at the industry conference. Submit questions/comments to be addressed by the Government during Industry Day on or before July 25, 2008. The Government will be hosting the Medical Facilities Architectural & Engineering Support (MFAES) Industry Day Conference on July 29, 2008 at the Holiday Inn Research Park, 5903 University Drive, Huntsville, Alabama 35806. The conference will begin at 08:00 for registration with the actual presentations starting at 09:00. The conference will end at approximately 16:00. Pre-registration will be available after July 14, 2008 at the following web site: http://www.hnd.usace.army.mil/engr/MFAES/IndustryDay/default.aspx. Attendees are limited to 2 employees per company. Registration at the door will be available after July 25, 2008 with limited seating. All presentations, questions, and comments will be posted on this web site as soon as possible after the event.
